Clarification -
An anonymous reader left a note to the ottawan in the Rapid Response poll (down at the bottom) that yesterday’s item about a 370 per cent rise in property values resulting in higher property taxes across the river in Danford Lake was misleading. -
In (very) general terms, municipalities work out their budget for the year, then divide that up amongst property owners – they don’t set a fixed per centage on houses and then gain a windfall if property values suddenly increase. The story quoted residents who feared their taxes would increase in lockstep with the property value. -
For example, a village with a $5 million budget should charge the same amount of property tax each year even if a $20,000 house is suddenly worth $200,000. The village can only charge more if it spends more. -
However, this assumes all properties increase in value. - – The number of seconds a driver would be permitted to idle their car in a proposed new bylaw. The one minute time limit would be active when the temperature is between 0° and 27°; if the temperature is below 0° or above 27°, the time limit would be five minutes. - – Tubman protected 15 Blanding’s Turtle hatchlings after he noticed them on his property last June. After contacting the Québec Wildlife Ministry, the brood was transported to the Biodome in Montréal for two years of R & R, after which they will be returned to their hatching spot. Tubman says that the ‘survival rate of hatchlings can be as low as 1%’. (Pontiac Journal)

Euclide-Lanthier said that the creatures were found and an exterminater called. Saint-Rédempteur said that despite an exterminator visit in August, roaches were seen again and parents should examine school bags and coats. (CBC)
🌊 Rideau River dock - The City promised an accessible public dock on the Rideau River then decided to build one that wasn’t. The City says the dock is made for seasonal use but making it accessible would make the ramp too long, making it unfeasible to bring in for the winter. (Emma Weller at CBC)
💥 Heritage Buildings - The City’s built heritage committee is recommending that three 1870s homes in Lowertown be demolished. The committee accepted the recommendation from an engineer who said that the buildings were unsalvageable, with one of them being a threat to passers-by. All three were designated heritage buildings. 💰 Monthly Rent Update - The average one bedroom apartment in Ottawa is now $2,044, up $20 from the month before. The same apartment is $1,736 in Gatineau. Both numbers come from August. (Josh Pringle at CTV)

The Ottawa Police Service says that it tracked down the photo, which had been stolen from the hotel’s lobby in August 2022 and replaced with a fake. The fake hung on the wall, undiscovered, for months. Police have not yet said how it came to track down the portrait, but it seems that they picked it up from an art collector in Genora, who bought it at auction from Sotheby’s in London. The buyer is not suspected in any way. the ottawan does not know if any of these past auctions are of the stolen photo but there do seem to have been quite a few editions sold in 2022.
