Delegations and Presentations

Kimberley Public Library

Kimberley Public Library Director Carmen Lazenby and Board Chair Dan Moe presented Council with an update on library operations for 2025. Lazenby highlighted key statistics showing that the Library remains a well‑used community resource, noting that it welcomes an average of 638 visitors each week and maintains 10,158 active cardholders across Kimberley and the surrounding area. Lazenby also noted that 2027 will mark the Library’s centennial, and the Library is seeking capital project support from the City to help prepare for the milestone. Council deferred this request to staff for review.

As part of the presentation, Chair Dan Moe delivered the 2026 Library budget, as required under the Libraries Act. He requested a 5% increase to support rising operational needs and ongoing service demand. Council approved the 2026 budget as presented and directed staff to include the increase in the City’s budget deliberations.

Bylaws, Permits and Policies

Bylaw No. 2798, 2025-2029 Five Year Financial Plan Bylaw No. 2782, Amendment No. 3, 2026 Adopted

CFO Krista Waite requested and received Council adoption of this bylaw amendment, aligning the 2026 capital expenditures with those outlined in year one of the 2026-2030 Capital and Non-Capital Project Plan approved by Council at the December 1, 2025, Special (Budget) Meeting. With the bylaw now adopted, staff are authorized to begin procuring major goods and services planned for 2026.

Development Permit 2024-10 - Multi-unit Mixed-use Building at 120 Howard Street Approved (Artist Rendering Above)

Council supported the Planning Department's recommendation to approve the Development Permit for a new multi-unit, mixed-use building to be located on the vacant lot at 120 Howard Street. The proposed new building will include six leasable commercial units and nine residential units, with an underground parkade. Development Permit 2025-05 - Car Wash Expansion at 771 304th Street Approved

Council approved the Development Permit presented by City Planning Technician, Max Garvey, to allow for an addition to the existing car wash facility located at 771 304th Street in Marysville. The proposed addition will include two new exterior wash bays and associated below-ground infrastructure on the east side of existing building. See the full report for more information.

Development Variance Permit 2026-001 - 624 Trail Street

Council directed staff to issue notice to neighbours of 624 Trail Street of the intent to vary Kimberley Zoning Bylaw No. 1850, 1994, to increase the maximum allowable height of the exposed face of a retaining wall from 2m to 3.2m to allow for the replacement of the retaining wall in the rear yard of the property. Any comments received following issuance of the notice will be considered by Council prior to final decision on the proposal. See the staff report for additional information.

Council Correspondence Policy

Council approved the new Council Correspondence Policy, presented by Acting Deputy Corporate Officer Jasmine Nelson. The policy provides clear guidance on how correspondence addressed to Council is submitted, managed, and responded to. The policy aims to help the public direct their messages in the most effective way and ensures correspondence is distributed to Council consistently, in a timely manner, and with proper record‑keeping.

New Business

Notice on title - 535 303rd Street

Council directed the Corporate Officer to file a notice with the BC Land Title Office for the above noted property. 

Quarterly Administration Update - October - December 2025

CAO Jim Hendricks presented the 2025-4th Quarter Update to Council and the general public, providing information on City operations, projects, and initiatives that may not have otherwise made it onto a Council meeting agenda.

Quarterly Procurement Report - October - December 2025

CFO Krista Waite provided Council with information regarding authorization for the procurement of construction, goods, and services where a formal solicitation process was conducted. See the report at the link above. 

Financial Update Report - January 1 to December 31, 2025

This report was provided to Council for information. The report provides Council and the public with a summary of the City's actual operating revenues and expenditures compared to the budget, as well as an indication of progress towards completion of planned capital and non-capital projects. Notice of Motion Councillor Fox - Legislative Safeguards for Ethical and Inclusive Local Governance and Independent Provincial Office to Support Municipal Ethical Oversight

Council directed staff to submit the resolutions moved by Councillor Fox for consideration at the upcoming Association of Kootenay Boundary Local Governments (AKBLG) Conference. If endorsed at AKBLG, the resolutions will proceed to the Union of British Columbia Municipalities (UBCM) Conference for further consideration.
