Highlights from the Thompson-Nicola Regional District Board of Directors’ Meeting of December 16, 2021
The TNRD Board of Directors held its regular Board Meeting in-person and via Zoom, in the boardroom of the Thompson-Nicola Regional District building in Kamloops, in adherence with the guidelines for organized gatherings as part of Step 3 of BC’s COVID-19 Restart Plan. BDO Canada Presents Audit Summary
BDO Canada Director of Forensic Disputes and Investigations, Simon Padgett, and Partner, Jervis Rodrigues, shared a summary of findings and recommendations from a Special Financial Review into Expenses and Procurement Activities. Rodrigues explained more than 1,500 hours of staff time went into the audit and more than 45,000 email documents and more than 12,000 other documents between 2015 and 2019 were reviewed. Financial Plan Bylaw No. 2760
The Board approved adoption of Provisional Financial Plan Bylaw No. 2760. The financial plan bylaw incorporates previous Board direction, requests from Directors and service committees, and staff estimates of funding requirements needed to maintain expected service levels and outcomes. The 2022 Provisional Financial Plan represents 124 separate services with total planned expenditures of $69,948,775, including member municipality MFA repayments of $13 million. This includes both operating and capital expenditures and is funded from all sources of funding. The plan estimates a tax requisition of $23,691,209. This represents an increase of $1,016,385 compared to 2021. Read the report here.
Zoning Amendment Bylaw No. 2744
The Board adopted Zoning Amendment Bylaw No. 2744 following a public hearing. The zoning amendment bylaw will rezone a portion of an Adams Lake Property to C4: Recreational Commercial, including a site-specific provision to enable a resort, RV Park and two caretaker units. Read the report here.
Zoning Amendment Bylaw No. 2746
The Board adopted Zoning Amendment Bylaw No. 2746. The zoning bylaw amendment will enable the development of a neighbourhood retail commercial centre in Tobiano. The bylaw rezones a Tobiano property to CD-1 Kamloops Lake Comprehensive Resort Development Zone Subzone B, and adds a service station to the list of permitted uses. Read the report here.
Funding Approved for Civic Building Renovations
The Board allocated the remaining $412,000 of COVID-19 Safe Restart Grant funds not already allocated for other purposes to fund necessary renovations to the Civic Building 2nd, 3rd and 4th floors, in order to properly meet health and safety requirements. To meet requirements of the COVID-19 Safe Restart grant funding, the Board needed to allocate 100% of grant funds before the end of 2021. Read the report here.
Canada Community Building Fund (formerly called Gas Tax Fund)
The Board approved the following requests for allocation for Federal Canada Community Building Funds:
- $109,000 to fund sanitary sewer lift (pump) station and communication system upgrades for the Paul Lake Community Wastewater System
- $21,400 to fund further renovations for the 70 Mile House Community Hall
Regional Grant-in-Aid Autumn Fall Additions
The Board approved additional funding through the Regional Grant-in-Aid program. Recipients of Grant-in-Aid funding during the fall intake were invited to apply for further financial support if warranted because of increased need due to the COVID-19 pandemic. The funding recipients are as follows:
- BC Wildfire Park in the amount of $5,000
- Western Canada Theatre in the amount of $5,000
