Okanagan Regional Library
Danielle Hubbard, Chief Executive Officer of the Okanagan Regional Library (ORL), made a presentation to Council to provide an update on the ORL and its role in the community. Check out the presentation.

Golden Community Economic Development (CED) Economic Opportunity Fund (EOF) Request
Jill Dewtie, Executive Director of Golden CED, made an in-person presentation to Council to share the organization's annual report and upcoming work plan and requested continued funding through the Economic Opportunity Fund. View the presentation. 

Columbia Woodlot Association request for EOF
Council supported a request from the Columbia Woodlot Association to allocate $15,000 from the Economic Opportunity Fund (EOF) to advance the establishment of the legal entities necessary to secure the Golden and Area Community Forest.

Golden Food Bank & Local Food Matters EOF Request
Monica De, Executive Director of the Golden Food Bank, and Chrystel Vultier, Executive Director of Local Food Matters, made an in-person presentation to Council to share their organizations' annual reports and request funding from the Economic Opportunity Fund. View the presentation.

Statement of Financial Information (SOFI) Report
Council approved the 2025 SOFI Report. The SOFI Report contains detailed financial information, including a statement of assets and liabilities, operational statement, and schedules of debts, guarantee and indemnity agreements, severance agreements, remuneration and expenses paid to/on behalf of employees, and payments for suppliers of goods or services. Infrastructure Project Updates
The Director of Public Works provided a summary of the status of 19 infrastructure projects included in two reports and recommendations from 2013. View the staff report and update.

UBCM 2026: Ministry Appointments
Council provided direction to staff regarding appointment requests with Ministers and Ministry staff for the 2026 Union of British Columbia Municipalities (UBCM) Conference in September 2026. Council indicated they would like to request appointments with:

• The Minister of Tourism, Arts, Culture and Sport regarding Tourism-related infrastructure impacts.
• The Minister of Infrastructure regarding Real Properties Division about greater collaboration with local governments.
• The Minister of Emergency Management & Climate Readiness regarding ESS.
• The Minister of Forests regarding community forests, wildfires and FireSmart.
• The Minister of Finance regarding land assessment and taxation related to resort development.
• The Minister of Environment and Parks regarding mosquito control and the use of drones.
• The Minister of Transportation and Transit regarding the parking lot plans on the Trans-Canada Highway corridor.

Appointments are confirmed by provincial staff in late August.

Planning & Development

Development Cost Charges (DCC): Sara Anderson and Jenn Waite from Urban Systems made a virtual presentation to share options for DCC rates for Council's consideration. Council directed staff to proceed with preparing the DCC Background Report and a DCC Bylaw for first and second reading using scenario 4b. Official Community Plan: Staff and John Ingram of EcoPlan presented the What We Heard Report for the second round of OCP engagement in April & May, an overview of the draft OCP and first reading of the new OCP Bylaw.

Council gave first reading of the bylaw and provided direction to staff to remove reference to specific, non-governmental community partners and not-for-profits and adjust the wording in Section 2.3 (Indigenous history, presence and relationships) of the Official Community Plan bylaw prior to second reading of the bylaw.

A public hearing is scheduled for July 21 at 5 p.m., providing residents the opportunity to make their views known on the new OCP bylaw.
