Meeting of May 16, 2024

Board Meetings are held in the 4th Floor Boardroom of the TNRD Civic Building in Kamloops, B.C. All meetings are open to the public to attend in person or online. Meetings are live-streamed and can be re-watched on the TNRD YouTube Channel.

 

Monte Firehall Construction Contract Awarded

The Board approved a contract award for construction of a new firehall in Monte Creek. The contract was awarded to West Alliance Construction Ltd. for a maximum value of $1,045,000.

Detailed design of the firehall is planned to be completed during the summer of 2024, with construction beginning in fall of 2024. Currently, it is expected that construction would be complete during summer 2025.

The Monte Creek Firehall will be located at 1257 Hook Rd. Currently, the Monte Creek Fire Department operates out of the Pritchard Firehall and provides structural fire protection for 356 properties in Monte Creek, Del Oro, Lafarge, and Barnhartvale.

Fire Protection Contract with Merritt Fire Rescue

The Board approved the TNRD entering into a five-year contract with the City of Merritt for providing fire protection services in portions of Electoral Areas “M” and “N” near Merritt.

The contract value is $1,547,833. The estimated tax rate is $0.48 per $100,000 of assessed value for the 482 properties in this fire protection service area, which is a 16% decrease in cost to property owners compared to 2023.

Intra-Library Delivery Services Contract Awarded

The Board approved a five-year contract award for Intra-Library Delivery Services for the Thompson-Nicola Regional Library (TNRL). The contract was awarded to Load Warrior Logistics at a value of $399,146, which will commence on July 1, 2024.

The contract will involve transporting and delivering library materials from Library Administration in the TNRD Civic Building in Kamloops to other TNRL libraries.

Regional Grants and Sponsorship – Spring 2024

The Board approved Regional Grants and Sponsorship requests for the Spring 2024 Intake for the following eligible applicants:

  • $5,000: Kamloops International Buskers Festival Society
  • $5,000: Kamloops Exhibition Association
  • $4,325: Twisted Desert Music Society
  • $3,925: Spences Bridge Community Club
  • $3,500: Project X theatre Productions Society
  • $3,250: Pritchard Community Association

Delegation: Fisheries and Oceans Canada

The Board heard a presentation from Chantelle Caron, Section Head of Integrated Planning for Salmon Ecosystems (IPSE) and Jamie-Lynne Varney, Environmental Planner for IPSE. The presenters shared an overview to the Board on salmon habitat planning and engagement that Fisheries and Oceans Canada is doing in communities within TNRD watersheds.

 

UBCM Priorities for Advocacy

The Board directed staff to prepare for a number of topics to be discussed with the Province of BC during the 2024 Union of BC Municipalities (UBCM) convention:

  • Small Utility System Funding
  • Invasive Plant Control and Funding
  • Connectivity
  • Emergency Management (standardized evacuation passes, large animal evacuation, and fire and flood mitigation)
  • Highway Road Safety
  • Hospital District Funding Inequities and Shortfalls
  • TNRD Boundary Review Planning by the Province of BC

Simpcw – TNRD Memorandum of Understanding

The Board approved that the TNRD and Simpcw sign a Memorandum of Understanding (MOU), which outlines key interests of each government and terms of the relationship between these two local governments.

Zoning Amendment Bylaw 2841 (Secondary Suites)

The Board approved first, second, and third reading of Zoning Amendment Bylaw 2841. This bylaw amendment proposes several updates to Zoning Bylaw 2400 that regulate principal residential housing use, as required by all local governments in B.C. to align with recent Province of BC housing regulations regarding small-scale multi-unit housing.

Minimal updates to Bylaw 2400 are required for the TNRD as secondary suites have been allowed in most residential zones for many years. Zoning Amendment Bylaw 2841 will enable secondary suites in several zones, affecting approximately 155 properties.

Zoning Amendment Bylaw 2839 (Blue River)

The Board adopted Zoning Amendment Bylaw 2839, affecting property at 878 Harrwood Drive located in Blue River, in Electoral Area “B” (Thompson Headwaters).

The zoning amendment rezones the affected property from R-3: Residential Multi-Family to R-1: Residential Single and Duplex to allow a single-family dwelling (manufactured home) for personal use. The Board approved third reading of the bylaw amendment at the April 18, 2024, Board Meeting, and formal approval was required by the Ministry of Transportation and Infrastructure prior to adoption.

Temporary Use Permit 73 (Upper Clearwater)

The Board approved issuing Temporary Use Permit (TUP) 73, affecting property at 5797 Clearwater Valley Road located in Upper Clearwater, in Electoral Area “A” (Wells Gray Country).

The TUP allows a seasonal mobile food cart to operate on the property for another 3 years. The food cart has been operating since 2017 between April and September.

Development Variance Permit 121 (Mamit Lake)

The Board approved Development Variance Permit (DVP) 121, affecting property at 8520 Highway 97C, in Electoral Area “M” (Beautiful Nicola Valley – North).

DVP 121 enables a 2.9-hectare portion of the property to be subdivided for the purpose of creating an additional parcel for a family member.

Floodplain Exemption 13 (Rural Cache Creek)

The Board approved Floodplain Exemption 13, affecting property at 1172 and 1184 Coyote Valley Road in rural Cache Creek, in Electoral Area “I” (Blue Sky Country).

Floodplain Exemption 13 enables the setback from the river to be reduced on a portion of the property, enabling construction of a new residence. The 34-metre setback is well outside of the 200-year floodplain of the Bonaparte River.
