Highlights from the Thompson-Nicola Regional District Board of Directors’ Meeting of February 20, 2020


Delegation: Chamber Musicians of Kamloops

The Board received a presentation about the Chamber Musicians of Kamloops (CMK) from Carmen Ranta, Director at Large and Ryan Noakes, Vice President. The CMK will be producing several concerts throughout the region during its 2020/2021 season and is seeking financial support from TNRD in the amount of $1,000.

CMK is a registered community-based nonprofit society and charity comprised of classical musicians and supporters. It produces chamber music concerts that feature local professional and semi-professional musicians, students, and guests. Learn more about CMK here.

Delegation: Kamloops International Buskers Festival

Ali Webster, the Event Coordinator for Kamloops International Buskers Festival Society (KIBFS) made a presentation to the Board seeking sponsorship for its 3rd annual event. The KIBFS welcomes performers and visitors from around the world to Riverside Park and requested support in the amount of $5,000 to support the growing arts and culture scene in the local community.

Both funding requests will be considered at the next regularly scheduled Board Meeting.

Members of Agricultural Advisory Commission Reappointed

The Board reappointed Mr. John Greenall, Mr. Jimmy Dhaliwal (and his alternate), Ms. Shirley Culver, and Mr. Graham Strachan to serve as members of the Agricultural Advisory Commission (AAC) for a four-year term expiring March 31, 2024.

The AAC serves as a valuable resource with a wealth of knowledge and experience advising the Board on matters dealing with ranching, farming, horticulture and other agricultural matters. Read the report here.

Commercial Retail Sales Considered in Tobiano

The Board received a report from the Director of Development Services to consider the approval of a Temporary Use Permit for commercial retail sales at the presentation centre in Tobiano. While zoning in Tobano does not permit this use, the Board approved the issuance of a “Notice of Temporary Use Permit” and will receive a further report for consideration. Read the report here.

Nuisance Mosquito Contracts Approved

The Board approved executing a $1,360,000 contract with BWP Consulting Inc. for the coordination and delivery of nuisance mosquito reduction and surveillance services in Electoral Areas A, O, L, P, J, and the municipalities of Kamloops, Clearwater, Barriere, Chase, Logan Lake, and Sun Peaks.

An additional $280,000 contract with Duka Environmental Services Ltd. was authorized for the Nicola Valley nuisance mosquito program.

Sprayer Loan-out Program Contract Approved

The board authorized executing a 5-year, $297,500 contract with Purity Feed Co. Ltd. for the coordination and delivery of the TNRD Sprayer Loan-out Program. This program assists TNRD landowners who are protecting their land values by actively managing invasive plants on their property. Residents can borrow TNRD-owned equipment to carry out herbicide, seeding, and fertilizing applications.

Feasibility Study to be Conducted for Expansion of Pritchard Fire Protection Service Area

Staff have been approved to secure the services of a subject matter expert to conduct a feasibility study for a proposed Fire Protection Service Area. The area would include portions of Monte Creek on the south side of the South Thompson River to the City of Kamloops Boundary, and from the Lafarge Bridge to the Rivershore Fire Protection Area on the north and east side of the South Thompson River west to the boundary of Tk’emlups IR No. 1.
