City of Kimberley Freedom of Information and Protection of Privacy, Bylaw No.2811, 2026
Council gave first three readings to the City of Kimberley Freedom of Information and Protection of Privacy Bylaw No. 2811, 2026 and received the City's Privacy Management Program Framework Guide for information.
The bylaw and framework establish how the City will manage and protect personal information, respond to privacy complaints and breaches, and meet its obligations under the Freedom of Information and Protection of Privacy Act. The program also includes staff training, privacy impact assessments, information-sharing agreements, and requirements for service providers who handle personal information on behalf of the City.
Bylaw 2819, Amendment No. 3, 2026 to Building Bylaw No. 2620, 2018
Council approved first reading of a bylaw amendment to further advance the BC Energy Step Code and Zero Carbon Step Code in Kimberley. The proposed changes would support more energy-efficient, higher-performing buildings and help reduce greenhouse gas emissions in new construction.
Next, local building stakeholders will be invited to provide feedback on the proposed amendments. Council will consider any feedback received before deciding on further readings and adoption of the bylaw.

Updated Council Procedure Bylaw Adopted
Council adopted Council Procedure Bylaw No. 2818, 2026. The bylaw establishes the rules and procedures that govern Council meetings, including meeting conduct, public participation, agendas, and decision-making processes. The updated bylaw modernizes and clarifies these procedures to support effective and transparent local governance.
Permits
Development Variance Permit 2026-004 – 200 St Mary Lake Rd
Council directed staff to notify neighbouring property owners of a proposed variance that would allow a new residential lot at 200 St. Mary Lake Road to use an on-site wastewater (septic) system, subject to review and approval of the system design at the building permit stage. The proposed lot would be connected to municipal water services, and feedback from neighbouring property owners will be considered before Council makes a final decision on the variance.
