RCMP Quarterly Presentation

Council received the RCMP 2026/2027 First Quarter Report. Unfortunately, Staff Sgt. Dan Biggs was unable to attend the meeting. The full report can be viewed through the agenda link above. The chart below provides a summary of the types of files handled by the RCMP throughout 2026 to date.

Bylaws, Permits and Policies

Bylaws for First, Second and Third Readings

City of Kimberley Freedom of Information and Protection of Privacy, Bylaw No.2811, 2026 

Council gave first three readings to the City of Kimberley Freedom of Information and Protection of Privacy Bylaw No. 2811, 2026 and received the City's Privacy Management Program Framework Guide for information.

The bylaw and framework establish how the City will manage and protect personal information, respond to privacy complaints and breaches, and meet its obligations under the Freedom of Information and Protection of Privacy Act. The program also includes staff training, privacy impact assessments, information-sharing agreements, and requirements for service providers who handle personal information on behalf of the City.

Bylaw 2819, Amendment No. 3, 2026 to Building Bylaw No. 2620, 2018

Council approved first reading of a bylaw amendment to further advance the BC Energy Step Code and Zero Carbon Step Code in Kimberley. The proposed changes would support more energy-efficient, higher-performing buildings and help reduce greenhouse gas emissions in new construction.

Next, local building stakeholders will be invited to provide feedback on the proposed amendments. Council will consider any feedback received before deciding on further readings and adoption of the bylaw.

Bylaws for Adoption

Updated Council Procedure Bylaw Adopted

Council adopted Council Procedure Bylaw No. 2818, 2026. The bylaw establishes the rules and procedures that govern Council meetings, including meeting conduct, public participation, agendas, and decision-making processes. The updated bylaw modernizes and clarifies these procedures to support effective and transparent local governance.

Permits

Development Variance Permit 2026-004 – 200 St Mary Lake Rd

Council directed staff to notify neighbouring property owners of a proposed variance that would allow a new residential lot at 200 St. Mary Lake Road to use an on-site wastewater (septic) system, subject to review and approval of the system design at the building permit stage. The proposed lot would be connected to municipal water services, and feedback from neighbouring property owners will be considered before Council makes a final decision on the variance.

New Business

Council Received the Bylaw Enforcement Officer's Quarterly Report

Council received the Animal Control and Bylaw Enforcement Second Quarter 2026 Report. Between April and June, the City responded to several calls for service, including concerns related to streets and traffic, good neighbour bylaw issues, animal control, and water restriction compliance. Council Received Information on the Active Transportation Network Plan Update

Council received an update on the City's Active Transportation Network Plan (ATNP) review. The review will assess current priorities, identify gaps in the network, and explore opportunities to improve accessibility, safety, connectivity, and comfort for people walking, cycling, rolling, and using other active transportation modes.

Public engagement will take place this fall through a survey, open house, and discussions with community groups. Stay tuned to EngageKimberley.ca and the City's social media channels for upcoming opportunities to get involved.

Peak to Platzl Trail and Staircase – Update and Request for Direction on Next Steps

After significant discussion, Council directed staff to proceed with removing the Peak to Platzl staircase and restoring the site. Council also directed staff to continue design work related to the future rehabilitation or decommissioning of the trail section below Norton Avenue.

Council did not support proceeding with upgrades to the Norton Avenue Multi-Use Pathway. Members said they would prefer to wait for the completion of the Active Transportation Network Plan update before considering future connections and priorities for the area. Wastewater Treatment Plant Project Update

Council received an update on the new Wastewater Treatment Plant project, which continues to make strong progress. Detailed design is complete, major equipment and materials have been secured, and construction is advancing slightly ahead of schedule, with approximately 44% of concrete work completed.

The project remains on budget and is currently projected to come in nearly $1 million under the original approved budget, while also allowing for enhancements that will improve the facility's functionality, reliability, and long-term service life. The image below shows progress made on the new building. Ongoing updates will be provided to Council and the public as project construction progresses.

The meeting concluded at 8:45 p.m. at which point an in-camera meeting was held. The next Regular Meeting of Council is scheduled for Monday, September 28th, 2026 at 7:00 p.m.
