Delegations and Presentations - Rising Costs of Water Projects

Urban Systems Engineer Matt Smith provided Council with a presentation on the rising cost of water projects that municipalities in British Columbia are facing today. Smith noted that inflationary increases for water and wastewater projects have been reported to range anywhere from 20% to 80%. External factors contributing to these increases include supply chain issues, labour shortages and cost increases, other larger projects that monopolize labour and equipment, material cost increases and regulations. Other factors discussed include the project's location, risk allocation, budget uncertainty/schedule, and design. He also discussed ways to mitigate rising costs, including early contractor engagement and collaborative project delivery. You can view the presentation at the YouTube link above.

1. 2024 Asset Management Investment Plan (AMIP) Update Report

Wastewater Treatment Plant Project Manager Shane Castle provided Council with an update on the state of the City's asset management practices. The City is responsible for managing a significant amount of public infrastructure assets. The AMIP is a strategic tool that plays a pivitol role in planning for the maintenance, replacement, and upgrading of these assets. Staff update this plan annually to provide an overview of the state of the City's assets and offer insights into the funding needed to sustain infrastructure and services. 2. 2025-2029 Preliminary Capital and Non-Capital Project Plan

Chief Financial Officer Krista Waite presented the preliminary Capital and Non-Capital Project Plan as part of the 2025-2029 Five-Year Financial Plan deliberations. The projects presented have been identified as priority projects based on condition assessments, recommendations from high level planning, or previous direction by Council. Waite received Council approval to include the proposed projects in the 2025-2029 Five-Year Financial Plan. The presentation and supporting documentation are available for review at the links above.
