Bylaws for First, Second and Third Readings
Proposed Road Closure and Zoning Amendment Bylaws adjacent to 10 Jim Ogilvie Way
Council has given first three readings to Road Closure Bylaw 2807 and approved notice of Zoning Amendment bylaw 2808, which involve the closure of a small section of unimproved road dedication next to the Harvest Apartments at 10 Jim Ogilvie Way. The section proposed to be closed would not impact use of nearby roads. Check out the agenda linked above for details.
If approved, the land would be closed and sold to the adjacent property owner to be used for on-site parking. Council authorized the City to issue notice to the public before the item comes back to Council for further consideration.
Proposed Zoning Amendment Bylaw 2810 - part of land adjacent to 933 Dogwood Dr.
Council authorized issuance of the notice of proposed Zoning Amendment Bylaw 2810, which applies to a portion of City-owned land near 933 Dogwood Drive. If approved, the land would be rezoned to match the neighbouring residential property and sold to the adjacent owner for additional yard space. Public notice will now be issued, and the proposal will return to Council for further consideration at an upcoming meeting.
Proposed Zoning Amendment Bylaw 2812 - 660 Knighton Road
Council authorized moving forward with public notice for Zoning Amendment Bylaw 2812, which would rezone 660 Knighton Road from multiple unit residential to residential standard. The change would allow the existing single-family home to continue as a permitted use, making it easier for the owner to renovate or add to the property in the future. A formal notice will be issued to owners of neighbouring properties. While no public hearing will be held (as prescribed under provincial legislation), residents can still provide written feedback before Council considers the bylaw for adoption.
Proposed Zoning Amendment Bylaw 2813 - 505 4th Avenue
Council authorized issuing public notice for Zoning Amendment Bylaw 2813, which would allow for multiple unit mixed-use residential development at 505 4th Avenue. The proposal introduces a new zoning category to support multi-unit housing with small-scale commercial uses at ground level. Next, notice will be issued to owners of neighbouring properties, and the proposal will return to Council for further consideration before a final decision is made.

Municipal and Regional District Tax Bylaw No. 2809, 2026 for adoption
Council adopted the Municipal and Regional District Tax (MRDT) Bylaw No. 2809, 2026. The bylaw will allow the City to submit an application to the province to renew the MRDT within Kimberley at a rate of 3% for a five‑year term from April 1, 2027 to March 31, 2032, with the City continuing as the designated recipient of the tax.
The purpose of MRDT collection is to provide funding to contribute to the increase of local tourism revenue, visitation, and economic benefits and it must be supported by both local governments and tourism industry stakeholders.
