Bylaws, Permits, And Policies

Proposed Amending Bylaws - Aligning Official Community Plan and Zoning Bylaws to Housing Needs

Council approved second reading of the following bylaws:

  • Bylaw No. 2793, Amendment No. 8, 2025 to City of Kimberley Official Community Plan Bylaw No. 2600, 2018.
  • Bylaw No. 2794, Amendment No. 41, 2025 to City of Kimberley Alpine Resort Zoning Bylaw No. 2016, 1999.
  • Bylaw No. 2795, Amendment No. 182, 2025 to City of Kimberley Zoning Bylaw No. 1850, 1994.

Council also directed staff to schedule a public hearing for these Bylaws to take place Monday, December 8th, 2025 at the Regular Meeting of Council. Find details on the public hearing at the link below.

Public Notices & Hearings


Bylaw No. 2792, 2025-2029 Five-Year Financial Plan Bylaw No. 2782, Amendment No. 2, 2025 for consideration of adoption

Council adopted the above-referenced bylaw amendment that includes several changes to the current Five-Year Financial Plan. These changes include:

  • $25,000 Operating Expenditure Increase for an Organizational Review
  • $30,000 Operating Expenditure Increase in Community Grant Funding
  • $2,873,072 Capital Expenditure Increase for the grant-dependent Kimberley Avenue Reconstruction Project
  • $22,000 Non-Capital Expenditure Increase to carry forward the Civic Centre Fire Escape Project

Text Amendment to C-3 Zone Principal Uses (Car Wash)

Council adopted Bylaw No. 2791 Amendment No. 181, 2025, to City of Kimberley Zoning Bylaw 1850, 1994. The proposed amendment will support the expansion of an existing car wash located at 771 304th Street. While the amendment was proposed in connection with a specific business, it will apply to all C-3 zoned parcels in the City of Kimberley. Head to the agenda link above to read the full report. 


New Business

Support of partnering with the Regional District of East Kootenay for applications to the Community Emergency Preparedness Fund - Emergency Support Services Equipment and Training funding program

Council authorized the Regional District of East Kootenay to include the City of Kimberley in a joint grant application being submitted to the Union of British Columbia Municipalities under the Emergency Support Services (ESS) Equipment and Training stream of the Community Emergency Preparedness Fund to fund the East Kootenay Emergency Support Services Enhancement Initiative. The grant will request the purchase of additional emergency response supplies as well as training and recognition for ESS volunteers. Council also authorized the Regional District of East Kootenay to receive and manage the funds on behalf of the City of Kimberley if the grant is successful.

Quarterly Administrative Update - July 1 to September 30, 2025              

CAO Jim Hendricks presented Council with the third-quarter Administrative Update - a description of notable projects and activities undertaken by municipal staff and contractors that would not otherwise make it onto a Council agenda. This update included information from multiple departments, including Operations, Planning, Fire, Corporate Administration, and Community Development and Communications. Project updates include these and other initiatives:

  • Cominco Gardens Rejuvenation Project
  • Centre 64 Stage and Landscaping
  • Wastewater Treatment Plant Update
  • Website Redevelopment and Accessibility Improvements
  • Transit Improvement Project
  • Quarterly Fire Department Calls for Service

Quarterly Administrative Updates

Create to Get Closer School Mural Project

Manager of Community Development and Communications, Pamela Walsh, presented Council with an update on the Create to Get Closer mural project that had been completed in collaboration with La Francoderole, an official partner of the Official Languages Directorate of the Department of Canadian Heritage, McKim Middle School and École Mélèzes Dorés - Conseil scolaire francophone. Staff requested that Council approve the placement of the mural on the new retaining wall built as part of the St. Mary's Ave Reconstruction Project. After some discussion, Council requested that staff investigate other possible locations and bring a report back to Council in the new year. Watch that discussion at the YouTube link above. 


The Council meeting concluded at 7:41 pm, at which point an In-Camera meeting was conducted.
