Context reminder
In March 2021, as part of the modernization of the Natural Heritage Conservation Act, the Quebec government introduced a new protected area status in Quebec: Protected Areas with Sustainable Use (PASUs). This new status, whose guidelines have yet to be defined, will contribute to achieving the goal of conserving 30% of Quebec's territory by 2030, to which the Quebec government committed itself at the 15th United Nations Conference on Biodiversity (COP15) in Montreal.
To deepen discussions on the development of this new status, to ensure a common understanding, to identify key issues, and to hear your proposals and recommendations, the Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP), in collaboration with the Regroupement national des conseils régionaux de l'environnement du Québec (RNCREQ), organized the Forum on Protected Areas for Sustainable Use (PASUs). It brought together a diverse range of stakeholders, including municipalities, regional county municipalities (RCMs), representatives from other ministries, environmental and conservation organizations, managers of structured wildlife areas, as well as youth and First Nations representatives. Participants took part in conferences, workshops, and discussion sessions.
The preliminary guidelines for the PASU status had been shared with participants beforehand, serving as a basis for discussion and improvement during the forum. The objective was to support the MELCCFP in developing a protected area status tailored to Quebec’s specific context. The PASU status guidelines will soon be developed by the MELCCFP, in collaboration with relevant ministries and organizations.
