RCMP Quarterly Update

Sgt. Dan Biggs, Detachment Commander for the Kimberley RCMP, presented the first quarter report for 2026. From January 1 to March 31, 2026, the Kimberley RCMP Detachment responded to a total of 409 calls for service, representing a slight increase over the same period in 2025.

Sgt. Biggs highlighted several files of interest, including the seizure of significant quantities of drugs and vehicle incidents. He also noted the many ways members continue to support the community including presentations to students at local schools, supporting hamper deliveries for families in need, and visits to Garden View Village to connect with seniors. Sgt. Biggs also shared details about the detachment’s second annual fundraising golf tournament, taking place on August 22 of this year at the Kimberley Golf Course.

​​​​​​​Bylaws for First, Second and Third Readings

2026-2030 Five Year Financial Plan Bylaw No. 2802, 2026 for Consideration of First Three Readings

Chief Financial Officer Krista Waite requested and received first three readings of the 2026–2030 Five‑Year Financial Plan. Waite presented key highlights from the plan, which has been before Council through several public Regular and Special Council meetings beginning in November 2025.

Most notably, the 2026 budget requires a property tax increase of 3.23%, which equates to an increase of approximately $177 for the average single‑family home assessed at $598,426. This increase will fund net operating expenditures, debt repayment, and reserve contributions including a dedicated 1.5% contribution to the General Operating Reserve to support future capital projects.

City of Kimberley 2026 Tax Rates Bylaw No. 2803, 2026 for Consideration of First Three Readings

CFO Krista Waite requested and received first three readings of the 2026 Tax Rates Bylaw. The bylaw sets tax rates for municipal, hospital, and Regional District purposes for the 2026 taxation year and establishes a payment due date of July 2, 2026. A 10% penalty will be applied to any unpaid 2026 property taxes after that date.

Bylaw No. 2804, City of Kimberley Parcel Tax Imposition Bylaw No. 2279, 2006 Amendment No. 14, 2026 for Consideration of First Three Readings

Council gave first three readings to the 2026 Aquatic Centre Parcel Tax Levy bylaw, setting the levy at $208.42 per parcel. This represents a reduction of $7.31 compared to the prior year, facilitated by the retirement of the Aquatic Centre debt in 2025. 

Bylaw No. 2805, City of Kimberley Flat Tax Bylaw No. 1778, 1992, Amendment No. 30, 2026 for Consideration of First Three Readings

Finally, CFO Waite requested and received first three readings of a bylaw that, if adopted, will adjust flat tax levies for 2026. The bylaw proposes reducing the flat tax on improved residential properties by $80, from $306 to $226, while increasing the flat tax on vacant residential properties by $114, from $386 to $500.

Development Variance Permit 2025-001 - 270 Otis Street

Council approved a Development Variance Permit for a new build at the above address, allowing for a reduced minimum front yard setback to avoid the steep slope, a minor encroachment into the boulevard area for an existing structure, and restricted site works and landscaping within a designated steep slope area.

​​​​​​​Development Variance Permit 2026-002 - 257 Stemwinder Dr​​​​​​​

Council approved a Development Variance Permit to reduce the minimum rear and side setbacks to allow a small accessory structure (garden shed) on the property.

New Business

2026 FireSmart Community Funding and Supports Program - Grant Application

Council approved a request from Fire Chief Will Booth to apply to the UBCM 2026 FireSmart Community Funding and Supports Program for $200,000. If approved, the funding would support the delivery of a sustainable FireSmart program aimed at reducing wildfire risk in the community.

Accessibility Advisory Committee Terms of Reference Update

Council endorsed the updated Terms of Reference for the Accessibility Advisory Committee, removing the requirement to create a separate municipal Accessibility Plan. In 2025, the committee successfully completed an Age‑Friendly Accessibility Plan, which will guide much of its work over the next several years. Follow the link below to view the plan.

Economic Development Capacity Review - Funding Solutions

Council received an update on the City’s grant application to the Rural Economic Diversification and Infrastructure Program (REDIP) for development of an Economic Development Capacity Review, which was not approved. Following the REDIP decision, staff applied to the Economic Trust of the Southern Interior (ETSI‑BC) to seek $25,000 or 50% of required funds to support the project. Council received the report and approved $25,000 in matching funds should the grant application be successful.

Notice of Motion Councillor Fox - Tourism and Visitor Experience Overview

Council deferred a notice of motion regarding a comprehensive review of Kimberley’s tourism and visitor experience in order to align the work with the development of the next Council’s strategic plan. Council also asked staff to explore ways to collect and monitor tourism-related information to help inform future discussions.


The meeting concluded at 8:20 p.m. at which point an in-camera meeting was held. The next Regular Meeting of Council is scheduled for Monday, April 27th, 2026 at 7:00 p.m.
