Highlights from the Thompson-Nicola Regional District Board of Directors Meeting of June 16, 2022


The TNRD Board of Directors held its regular Board Meeting in the Twin Rivers boardroom of the TNRD Civic Building in Kamloops. The meeting was held via Zoom and in-person. The meeting was recorded and uploaded to the TNRD’s YouTube channel. You can view the recording here.

Delegation: Creative BC

The Board received a presentation from Marnie Gee, BC Film Commissioner & Director of Production Services for Creative BC, and Julie Stangeland, Regional Lead for Creative BC, who provided an overview of trends, economic drivers and cultural significant of the B.C. film industry.

Monte Creek Fire Protection Service

The Board adopted Monte Creek Fire Protection Service Area Establishment Bylaw No. 2774, and Monte Creek Fire Protection Service Loan Authorization Bylaw No. 2775. The bylaws were adopted following an assent vote (referendum) on May 28, 2022, where electoral approval was achieved for the two bylaws and the new service. Read the report here.

Zoning Amendment Bylaw No. 2778 (Adams Lake)

The Board approved first reading of Zoning Amendment Bylaw No. 2778. The bylaw amendment proposes to rezone a portion of 5580 Adams West Forest Service Road in Adams Lake, B.C., to C4: Recreational Commercial, to enable a resort, RV park and two caretaker units. The Board will consider second reading after receiving professional reports and information related to site development. Read the report here.

Covenant for Whitecroft Community Improvements

The Board approved entering into an s. 219 Covenant to assist the Whitecroft Water Users Society and the Community Association of Whitecroft with receiving a land donation for a park and community water system. The TNRD will act as a guarantor in the land donation to the societies by a privae land owner. Read the report here.

2021 Statement of Financial Information and Board Remuneration

The Board received the 2021 Statement of Financial Information and 2021 Director and Committee Member Remuneration and Expense Report. Both documents are now available for public inspection. Read the report here.

CAO Report

Chief Administrative Officer Scott Hildebrand stated that the 2021 Annual Report is now available for the public to view. More information can be found on www.tnrd.ca or by visiting the TNRD Civic Building. CAO Hildebrand stated that the Emergency Operations Centre remains activated at Level I, and is prepared for potential flooding due to an extraordinarily late snowmelt during the annual spring freshet.

Notice of Motion

The Board approved a Notice of Motion brought forward by Director Mike O’Reilly, to create a working group that will carry out a review of TNRD boundaries. The working group will work with TNRD staff and report back to the Board with a recommendation within one year of creation.

Thompson Regional Hospital District Highlights

The Thompson Regional Hospital District held its Regular Meeting of June 16, 2022 in the Twin Rivers boardroom of the TNRD Civic Building in Kamloops. The meeting was recorded and uploaded to the TNRD’s YouTube channel. You can view the recording here.

The TRHD Board approved audited financial statements of the TRHD for 2021, which are now available for public inspection. Read the report here.

The TRHD Board received the following delegations:

  • Diane Shendruk, Vice President of Clinical Operations for Interior Health North: Providing an update of clinical operations
  • Dr. Carol Fenton, Medical Health Officer for Interior Health: Providing an update on COVID-19
