Highlights from the Thompson-Nicola Regional District Board of Directors Meeting of May 19, 2022


The TNRD Board of Directors held its regular Board Meeting in the Twin Rivers boardroom of the TNRD Civic Building in Kamloops. The meeting was held via Zoom and in-person. The meeting was recorded and uploaded to the TNRD’s YouTube channel. View the recording here.

Zoning Amendment Bylaw No. 2758 (Rural Residential Flexibility)

The Board adopted Zoning Bylaw 2758 following a public hearing that was held on May 17. The bylaw will allow an additional dwelling unit in conjunction with the agricultural and horticultural use in various rural zones, on both ALR and non-ALR land. Read the report here.

Cherry Creek Fire Protection Area Feasibility Study

The Board approved spending up to $20,000 to conduct a feasibility study for the expansion of the existing Tobiano Fire Protection Area to include the community of Cherry Creek. As per Board Policy 14.1.4, a feasibility study must be conducted prior to moving forward with a service establishment process for fire protection. Read the report here.

70 Mile House Fire Protection Area Feasibility Study

The Board approved spending up to $20,000 to conduct a feasibility study of the TNRD taking on administration of the 70 Mile House Volunteer Fire Department to operate as part of the TNRD-administered South Green Lake Volunteer Fire Department. As per Board Policy 14.1.4, a feasibility study must be conducted prior to moving forward with a service establishment process for fire protection. Read the report here.

Liquor License Applications

The Board recommended that an application for a liquor primary licence at 6355 Stagecoach Trail in Quilchena, be approved by the Liquor and Cannabis Regulation Branch. The purpose of the application is to serve liquor on the golf playing surface and putting area at Sagebrush Golf Club. Report the report here.

The Board recommended that an application for a liquor primary licence at 5825 – 5845 Murtle Lake Road in Blue River be approved by the Liquor and Cannabis Regulation Branch. The purpose of the application is to serve liquor for workers and their registered guests at the Blue Rive Lodge Lounge within the Trans Mountain work camp. Read the report here.

Regional Grants and Sponsorships 2022 Intake

The Board voted to approve all six applications to the 2022 intake of the Regional Grant-in-Aid Program, to be funded using remaining COVID-19 relief funds where applicable, and with funding approved as part of the 2022 annual budget. The approved funding requests are as follows:

  • Big Bear Child & Youth Advocacy Centre: $4,524.50
  • Kamloops & District Elizabeth Fry Society: $5,000
  • Kamloops Music Collective Society: $5,000
  • Kamloops Symphony Society: $5,000
  • Nicola Valley Pro Rodeo: $5,000
  • North Thompson Fall Fair & Rodeo: $5,000

Canada Community Building Fund

The Board approved the following requests for allocation of funds from the Canada Community Building Fund:

  • $93,500 to fund the construction of a new segment of road at the Black Pines Transfer Station in Electoral Area “P.” Read the report here.
  • Up to $100,000 to fund the replacement of the outdoor rink and installation of an underground irrigation system at the Vavenby Community Park in Electoral Area “A.” Read the report here.
  • $30,000 to fund the construction of a new segment of road and other related improvements at the Lac Le Jeune Transfer Station in Electoral Area “J.” Read the report here.
