Highlights of the Thompson-Nicola Regional District Board of Directors Meeting of June 15, 2023


The TNRD held its Board of Directors Meeting in the Twin Rivers Boardroom of the TNRD Civic Building in Kamloops, B.C. The meeting was held in-person and via Zoom, and a recording of the meeting was uploaded to the TNRD’s YouTube channel. You can view the recording here.

Delegation: BGC Engineering

BGC Engineering Principal Geoscientist Kris Holm gave a presentation to update the Board on a flood hazard mapping study completed by BGC for the Fraser Basin Council. All of the flood mapping conducted as part of this project and all associated reports can be found here.

Zoning Amendment Bylaw 2716 (Blue River)

The Board adopted Zoning Amendment Bylaw 2716, which enables rezoning of a property at 878 Harwood Drive in Blue River, B.C. from R-2: Residential Multi-Use Zone to R-3: Residential Multi-Family Zone, with a site-specific amendment to allow traveller accommodation use (four rentable units plus suite) and to reduce side yard setback requirements. Zoning Amendment Bylaw 2815

The Board gave first reading to Zoning Amendment Bylaw 2815, which proposes to make a number of provisions and minor clarifications to Zoning Bylaw 2400. This process is undertaken by the TNRD approximately every two to three years. A public hearing on the proposed Zoning Amendment Bylaw will take place in July 2023, and details can be found at tnrd.ca/events. Read the report here.

ALC Application 222 (Spiyu7ullucw Ranch)

The Board supported Agricultural Land Commission Application 222 to enable the development of the Tk’emlúps te Secwépemc Healing Centre, a future elder’s lodge, housing, and community gardens at 844 Miner Road, located in Electoral Area “P” (Rivers and the Peaks). Board support is necessary for a development application within the ALR in a TNRD Electoral Area to be considered by the Agricultural Land Commission. Read the report here.

2023-2026 Strategic Plan Approved

The Board approved the 2023-2026 Board of Directors Strategic Plan, following Board planning sessions that took place earlier in 2023 to develop the plan. Read the Board Memo here, and read the TNRD news release issued on June 15, 2023 here.

2022 Statement of Financial Information

The Board approved the TNRD Statement of Financial Information report for 2022 and the Director and Committee Member Remuneration and Expense Report for 2022. Both reports will be made available for public inspection, and all financial reports can be viewed at: tnrd.ca/financial-reports. Read the report here.

Growing Communities Fund Allocation

The Board voted to allocate $5,441,000.00 of the Growing Communities Fund to the TNRD’s core infrastructure, which will be specified for usage within the Capital Plan presented to the Board in September 2023. This grant funding has been provided to the TNRD by the Government of British Columbia to support local governments in addressing infrastructure needs and fostering community growth and development. Tranquille Valley Community Hall

The Board directed staff to investigate options for establishing a community hall in the Tranquille Valley within Electoral Area “J” (Copper Desert Country), and that a letter be sent to School District 73 requesting use or acquisition of the property of the former Tranquille Valley School for the purpose of operating a community hall. Canada Community Building Fund

The Board approved the following allocation of grant funding through the Canada Community Building Fund:

  • Up to $100,000 for the Spences Bridge Community Water System, located in Electoral Area “I” (Blue Sky Country), to fund the purchase of a backup power source. Read the report here.
