Kimberley Short Term Rental Alliance (KISTRA) - Short Term Rentals in Kimberley

Kieran Hickey, Tod Caton, and Tony Harris of KISTRA provided Council with an introduction to their group, summarizing their goals and intentions as an organization aimed at advocating on behalf of short-term rental (STR) owners in Kimberley.  Formed in 2024, KISTRA told Council that their main goals are to: 

  1. Ensure adequate representation during any policy-making process that affects the local STR and tourism industry.
  2. Monitor and advocate for municipal and provincial policies that protect and safeguard the vital economic opportunities that STRs offer.
  3. Provide members with the networking and other resources they need to run responsible and profitable businesses.

New Business

Annual Drinking Water Report 2024

Manager of Utilities, Rob Topping, presented the 2024 Annual Drinking Water Report to Council for information. Each year, the City of Kimberley is required to prepare an annual report detailing the operations of its water distribution system for both Interior Health and its residents. The report discusses the sources of the City's water supply, specifically Mark Creek (pictured below) and Matthew Creek. It provides transparency regarding any current concerns or issues with the City's water system, including the actions being taken to monitor and maintain the City's drinking water. Topping reported that Kimberley experienced a 1% reduction in water consumption in 2024 compared to the prior year. The reasons for the reduction are attributed to efforts to reduce leakage in the City's infrastructure, as well as increased educational efforts and outdoor watering restrictions. 2024 Statement of Financial Information

CFO Krista Waite received Council approval of the 2024 Statement of Financial Information (SOFI). The Financial Information Act requires municipalities to prepare a SOFI report within six months of the end of each fiscal year. The Financial Information Regulation also requires that the Statement be approved by Council and by the officer assigned responsibility for financial administration under the Community Charter. The Statement outlines the following financial information:

  • Statement of assets and liabilities
  • Operational statement
  • Schedule of debts
  • Schedule of guarantee and indemnity agreements
  • Schedule of remuneration and expenses
  • Schedule of payments to suppliers for goods and services

2024 Annual Report and Financial Statements

The Council has approved the 2024 Annual Report and Financial Statements and has directed staff to submit the report to the Government Finance Officers Association for review under the Canadian Award for Financial Reporting, an award the City of Kimberley has received for 7 years in a row. The report includes:

  • Messages from Mayor McCormick, the Chief Administrative Officer and the Chief Financial Officer;
  • An overview of Council's mission statement, community vision, values, and strategic goals and priorities;
  • Contact information for elected officials and the management team;
  • An organizational chart;
  • 2024 Tax exemptions;
  • Department highlights, strategies, measures and performance;
  • Consolidated financial statements;
  • City of Kimberley Statistics.

2025 UBCM Convention Attendee Authorization

Council authorized six Councillors and one staff member to attend the 2025 Union of British Columbia Municipalities conference taking place in September 2025. See the full report at the agenda link above. 


Notice of Motion, Mayor McCormick - Deputy Mayor

Mayor McCormick made a Notice of Motion recommending that Council amend the City of Kimberley Council Procedure Bylaw No. 2598, 2017 to create a Deputy Mayor position to assume the Mayor's duties in his/her absence and for this appointment to be made at the beginning of each Council term. For this term (ending in October 2026), Mayor McCormick recommended Councillor McBain for the Deputy Mayor position. The motion also added provisions for the Chair of the Committee of the Whole to be shared on a rotating basis among Council members. After some discussion, the Notice of Motion was defeated.
