MRDT Presentation - Danny Page, Interim Executive Director, Tourism Kimberley

Danny Page presented details of the final Five-Year Strategic Plan prepared for submission to Destination BC and the Ministry of Finance to renew the collection of Municipal Regional District Tax (MRDT) funding in Kimberley. The purpose of MRDT is to provide funding that supports increased tourism revenue, visitation, and broader economic benefits. The application must be supported by both local governments and tourism industry stakeholders. Tourism Kimberley’s Five-Year Strategic Plan is available through the Council agenda link above.

Bylaws, Permits and Policies

Bylaws for First, Second and Third Readings

Bylaw No. 2814, 2026-2030 Five Year Financial Plan Bylaw No. 2802, Amendment No. 1, 2026 Consideration of First Three Readings

Council approved an amendment to 2026–2030 Five-Year Financial Plan Bylaw No. 2802, 2026, as adopted at the April 27, 2026 Regular Meeting, to include the expenditures and offsetting funding detailed below:

  • Victims’ Services Contribution – $11,250, to be funded through the RCMP Contract Reserve
  • Fuels Reduction Project – $112,000, to be funded by the Columbia Basin Trust's Wildfire Resiliency Grant
  • Public Works Yard Fire Equipment Replacement and Repairs – $116,057, to be funded through insurance proceeds from the Municipal Insurance Association of BC
  • Additional Costs of Third-Party Complaint Review –Original budget of $30,000 increased by $24,897 to cover the total $54,897 cost, to be funded by the General Operating Capital Reserve
  • Downtown Art Installation Policy Development – $20,000, to be funded by the General Operating Capital Reserve

Bylaw No. 2815, City of Kimberley Solid Waste Regulations and Fees Bylaw No. 2694, Amendment No. 5, 2026 Consideration of First Three Readings

At the May 25, 2026 In-Camera Council meeting, Council reviewed a report from the Manager of Roads recommending the award of a new curbside recycling collection contract. The new contract, with a different service provider, came in at a lower cost than the previous provider and, combined with RecycleBC funding, will fully offset the cost of delivering the service.

As a result, Council directed staff to set the recycling fee at $0.00 per residential dwelling starting August 31, 2026, with the intention of maintaining a $0.00 fee through 2027 and 2028. Council also directed that any resulting surplus be transferred to the Solid Waste Reserve, with a future report outlining options for its use.

Although the new contract begins at the end of August, sufficient savings are expected to cover earlier costs, allowing the quarterly recycling fee to be reduced from $1.20 to $0.00 effective July 1, 2026.

Development Application Procedures and Fees Bylaw Update

Senior Planner Justin Cook presented an update on the proposed Development Application Procedures and Fees Bylaw, which was brought forward for second and third readings. The bylaw is intended to clarify and formalize development application processes, including submission requirements, application types (minor vs. major), decision-making authority, security requirements, and fees.

Following first reading on April 27, 2026, staff undertook outreach with developers and the public; however, feedback was limited. Key comments focused on adding surety bonds as an option for security, establishing clearer decision timelines, and considering privacy impacts on neighbouring properties.

Council approved second and third readings. The bylaw will be brought back to a future meeting for adoption.


Permits

Development Permit 2025-03 - Tamarack Valley Residential Development

Manager of Planning Troy Pollock presented a report regarding an application for Development Permit No. 2025-03 for the first phase of the Tamarack Valley residential development, located on a 20.6-hectare (51-acre) parcel north of Waldie Road, commonly known as the Legion Track property.

The proposal includes construction of a new private access road through a steep slope area, installation of water, sanitary sewer, and drainage infrastructure, and development of a single-unit dwelling and accessory dwelling unit as an interim use.

Additional work is required before the permit can be finalized, including negotiating a cost-sharing agreement for required water and sewer upgrades and resolving outstanding permit conditions. Council deferred a decision on the development permit until final negotiations are complete.

New Business

Relocation of Rainbow Symbolism in Public Spaces

Council approved the installation of a flag on a downtown lamp post near the existing rainbow crosswalks in recognition and support of the 2SLGBTQ+ community. This follows Council’s September 8, 2025 direction not to reinstall the rainbow crosswalks due to regular wear and the cost of reinstallation, and instead to pursue an alternative form of recognition.

Staff worked with the Kimberley Pride Society to explore options that are visible, durable, and practical to maintain, resulting in the recommended approach. Khadija Flynn of the Kimberley Pride Society spoke to Council about the importance of supporting and recognizing the 2SLGBTQ+ community and thanked Council for its support.

RCMP Municipal Policing Contract - 2027/2028 Approval in Principle

CFO Krista Waite requested and received Council approval to provide the RCMP with a letter approving, in principle, a contract strength of 8 full-time equivalent (FTE) members for the 2027/2028 fiscal year. This annual letter supports RCMP budgeting requirements but does not commit the City to that staffing level.

Consistent with past practice, Council also directed Administration and the RCMP to manage staffing so that actual costs align with 7 FTE members, which is the level budgeted by the City. As a municipality with a population under 15,000, Kimberley is responsible for 70% of policing costs, with the remaining 30% funded by the federal government.


The meeting concluded at 8:20 p.m. at which point an in-camera meeting was held. The next Regular Meeting of Council is scheduled for Monday, June 22nd, 2026 at 7:00 p.m.
