Thompson Regional Hospital District (TRHD) Board Meetings are held in the 4th Floor Boardroom of the TNRD Civic Building in Kamloops, B.C. All meetings are open to the public to attend in person or online. Meetings are live-streamed on Zoom and can be re-watched on the TNRD YouTube Channel.

Delegation: STEPS

The Board received a presentation from the Supporting Team Excellence with Patients Society (STEPS) CEO Christine Matushewski and Board Chair Colin O’Leary.

O’Leary explained that STEPS is a non-profit society that was incorporated in 2017 with a goal of developing a successful community health centre model, stating that STEPS currently delivers healthcare to 14,000 patients by funding more than 50 family physicians, practitioners, and healthcare providers. Following the presentation, O’Leary and Matushewski took questions from the Board.

 

Delegation: Interior Health Authority

The Board received a presentation from Todd Mastel, Interior Health Authority (IHA) Director of Business Support. Mastel provided updates about Royal Inland Hospital (RIH) including Phase 2 of the patient care tower, plans for the Kamloops cancer centre, and other capital project updates.

The Board also heard a presentation from Gerry Desilets, IHA Operations Manager. Desilets provided updates about emergency department visits, rural healthcare facility updates, and nursing updates throughout the Hospital District region.

Staff from Interior Health provided an update on Hospital District healthcare facilities. This included updates on Royal Inland Hospital projects including Emergency Room upgrades, the Kamloops Cancer Centre, staffing and recruitment, long-term care beds, and other general updates.

 

Capital Expenditure & Borrowing Bylaw

The Board adopted Thompson Regional Hospital District Capital Expenditure & Borrowing Bylaw 164.

This bylaw formalized the Hospital District’s contribution of $45.1 million for the Royal Inland Hospital (RIH) Cancer Care project, plus 1% to cover holdbacks through the Municipal Finance Authority. This funding amount has been incorporated into the Hospital District’s 2024-2028 Five-Year Financial Plan that was approved at the March 21, 2024 Board Meeting.

The Hospital District contribution of $45.1 million represents 13% of the current project cost for the Cancer Care project. Unique capital projects such as cancer care radiation are covered fully by the Interior Health Authority (IHA); other more common capital project costs are cost-shared between the TRHD and IHA. The $45.1 million contribution helps pay for MRI equipment, parkade construction, and upgrades to RIH.

The Board approved the 2023 Hospital District Statement of Financial Information and Directions Remuneration Report, as required annually by legislation. These reports can be viewed at the TNRD Civic Building or online at: tnrd.ca/financial-reports.
