Public Hearings

The City of Kimberley held an electronic Public Hearing to consider Bylaw No. 2785, Official Community Plan Bylaw No. 2600, Amendment No. 7, 2025 and Bylaw No. 2786, City of Kimberley Zoning Bylaw No. 1850, Amendment No. 180, 2025. The bylaw amendments were proposed to allow residential development on a portion of 200 St Mary Lake Road and legally described as Lot A District Lots 2379 and 3064 Kootenay District Plan EPP117309 (PID: 031-968-511), as shown on the map below. Council received no public submissions during the Public Hearing. 


Bylaws, Permits and Policies

Official Community Plan Amendment Bylaw 2785 and Zoning Amendment Bylaw 2786 - 200 St Mary Lake Road

Council provided third reading to Bylaws No.2785, Official Community Plan Bylaw No. 2600, Amendment No. 7, 2025 and Bylaw No. 2786, City of Kimberley Zoning Bylaw No. 1850, Amendment No. 180, 2025, as referenced at the Public Hearing, in the agenda documents, and outlined above.

Curbside Recycling Collection - Regulations and Fees Bylaw Amendment

Council approved Bylaw No. 2789, City of Kimberley Solid Waste Regulations and Fees Bylaw No. 2694, Amendment No. 4, 2025.  This change reduces the cost of recycling services for residents to $4.80 per year, down from $9.96 per year. It is anticipated that this user fee will remain in place through the 2025 calendar year and will be reviewed prior to the end of 2025, as well as again in mid-2026, to capture any anticipated changes in the service costs.


New Business

Community Engagement - Housing Needs Official Community Plan and Zoning Update

Manager of Planning and Sustainability Troy Pollock provided Council with a general update on the initial public engagement planned in relation to the housing needs focused Official Community Plan and zoning bylaw updates being legislated by the Province. The public survey is open for submissions, and two open houses are happening on the following dates:

  • Wednesday, June 11, 2025, from 5:00 - 8:00 p.m. at Resker Hall in Marysville (660 - 306 Street)
  • Thursday, June 12, 2025, from 5:00 - 8:00 p.m. at Centennial Hall in Downtown Kimberley (100 - 4th Avenue).

BC Winter Games Legacy Grants

The BC Winter Games Legacy Grant program provides financial assistance to amateur sporting groups within the City of Kimberley. Funds distributed are derived from interest earned on legacy funds received from the 1980 and 2008 BC Winter Games, as well as the 2018 BC 55+ Winter Games. This year, Council had a total of $8,029 to allocate. 2025 Grant recipients are listed below:

  • Kimberley Freewheelers - Youth Mountain Bike Program: $1,000
  • Kimberley Nordic Club - Nordic Race Team Support: $1,200
  • Kimberley Minor Hockey Association - Indigenous Hockey Tournament: $1,500
  • East Kootenay Adaptive Snow Sports - Club Development: $1,629
  • Kimberley Trails Society - Round the Mountain: $800
  • Skimo Canada - North Star Ski Mo Race: $500
  • Kimberley Alpine Team - KAT Nancy Greene Program Enrichment/Expansion: $1,400

RCMP Municipal Policing Contract - 2026/2027 Approval in Principle

Chief Financial Officer Krista Waite requested and received Council direction for staff to formally advise the RCMP of the number of full-time equivalent (FTE) members required at the Kimberley detachment to provide municipal policing for their 2026/2027 fiscal year.
