Delegation - Kimberley RCMP Sgt. Steven Woodcox

Sgt. Steven Woodcox provided Council with the Kimberley RCMP detachment's Quarterly Report. Sgt. Woodcox noted that the main objectives for the detachment this year include Traffic - Impaired Driving, Youth, and Police/Community Relations. He noted several actions his team is taking to further these objectives, including in-school and seniors programs. Woodcox then noted several cases of interest and highlighted the calls of service for the quarter compared to calls for service in the previous quarter. Check out that information below. 2025-2029 Five Year Financial Plan Bylaw No. 2782, 2025 - Consideration of Adoption

City Chief Financial Officer (CFO) Krista Waite requested and received adoption of the 2025-2029 Five Year Financial Plan Bylaw. The public is invited to view the 2025-2029 Five Year Financial Plan Overview and all materials presented throughout the budget deliberation process on Engage Kimberley at the link below. The overview outlines expenses for the next five years and anticipated revenue sources. Check out the document online and share your thoughts!

Bylaw No. 2783, City of Kimberley Parcel Tax Imposition Bylaw No. 2279, 2006 Amendment No. 13, 2025 - Consideration of Adoption

CFO Krista Waite requested and received adoption of Bylaw No. 2783, City of Kimberley Parcel Tax Imposition Bylaw No. 2279, 2006 Amendment No. 13, 2025. The Parcel Tax funds the Kimberley Aquatic Centre's operating deficit and debt payment. The 2025 Parcel Tax is set at $215.73. City of Kimberley 2025 Tax Rates Bylaw No. 2784, 2025 - Consideration of Adoption

CFO Krista Waite requested and received adoption of the 2025 Tax Rates Bylaw No. 2784, 2025. Funding the proposed 2025 budget requires a 6.99% increase over the combined total of the Property Value Tax and Flat Tax collected last year. Property Tax bills will be mailed soon. The deadline to pay 2025 Property Taxes is July 2nd, 2025. New Business

Resident Directed (ReDi) Grant Allocations

Following the ReDi Grant Community Presentations, which took place on April 7th, 2025, the Grant Selection Committee met to allocate the available $97,903 in funding. The Columbia Basin Trust funds these grants, and the Regional District of East Kootenay (RDEK) administers the program. The City of Kimberley's role is to hear from applicants, review applications and allocate available funding. Council approved the recommended allocations, and they will now be forwarded to the RDEK for final approval and distribution of funding.


Discretionary Grant Application - Kimberley Pipe Band

The Kimberley Pipe Band requested and received a $1,000 Discretionary Grant. The grant will support the group's travels to the Netherlands to participate in the 80th Anniversary of the Liberation of the Netherlands by the Canadian Armed Forces. 


Financial Update Report - January 1 - March 31, 2025

The Financial Update Report is produced periodically throughout the fiscal year to provide Council and the public with a summary overview of the City's actual operating revenues and expenditures compared to the budget. It also indicates the progress being made toward completing planned capital and non-capital projects. Council received the report for information, and it is available for public review at the agenda link above. 


Animal Control and Bylaw Enforcement - 2025 First Quarter Report

City Bylaw Officer Lever presented the first quarter report for the Animal Control and Bylaw Enforcement Department. The purpose of the quarterly update is to provide Council with a summary of bylaw enforcement activities for the period and describe how these activities support the department’s quarterly and annual priorities. Administration Update

CAO Jim Hendricks and staff presented the first quarter Administration Update. The purpose of the report is to provide Council and the public with timely information on City operations, projects, and initiatives, which may not otherwise make their way onto a Council meeting agenda. Items of note include updates on Major Capital Projects, such as the Cominco Gardens Rejuvenation Project, Civic Centre Chiller Replacement Project, Centre 64 Bandshell and Landscaping Project, and the ongoing St. Marys Avenue Reconstruction Project.
