DELEGATIONS AND PRESENTATIONS

Kimberley RCMP Quarterly Report to Council

Kimberley RCMP Detachment Commander, Sgt. Steve Woodcox provided Council with his third-quarter report stating that calls were up 7% from the same period last year. In this quarter, the RCMP received 469 calls for services. Long-term Grant Recipient Presentations - Kimberley Arts Council and Kimberley District Heritage Society

Marie Stang, Executive Director of the Kimberley District Heritage Society, and Ed Alm, Board Chair of the Kimberley Arts Council, provided organization updates to Council, discussing last year's successes and plans for 2025. Both organizations are Long-term Grant recipients and are required to provide annual update reports as per Community Grants Policy No. FIN004. BYLAWS, PERMITS, AND POLICIES

Bylaw No. 2781, 2024-2028 Five Year Financial Plan Bylaw No. 2761, Amendment No. 2, 2025 for consideration of first three readings

Council approved City CFO Krista Waite's request for first three readings of Bylaw No. 2781, 2024-2028 Five Year Financial Plan Bylaw No. 2761, Amendment No. 2. This Bylaw amendment incorporates the 2025 capital project changes approved by Council at the January 20th Special (Budget) Meeting. Since the adoption of the bylaw, new or better information has become available which has resulted in changes to previously approved budget amounts, the timing of certain projects, as well as the addition of new projects to the 2024-2028 planning period. NEW BUSINESS

Individual Travel and Expense Grant Applications

Kimberley Athletes Esme Eskelin and Ethan Eskelin submitted Individual Travel and Expense Grant applications in accordance with the Community Grants Policy No. FIN004. They each requested $300 to offset travel costs associated with competing in a series of downhill mountain bike races during the upcoming 2025 season. Both athletes will participate in approximately ten regional, provincial, national and international competitions. Council approved the requests and authorized staff to process payment. Good luck to these exceptional athletes this season!


Resident Directed (ReDi) Grants Local Selection Committee Terms of Reference

Funded by the Columbia Basin Trust (CBT) and administered by the Regional District of East Kootenay (RDEK), Resident Directed, or ReDi, Grants provide flexible funding to local projects that enhance Columbia Basin communities. The City of Kimberley is responsible for allocating approximately $97,000 in ReDi grant funding in 2025. The Manager of Community Development and Communications presented Council with Terms of Reference for a new ReDi Grants Local Selection Committee, which will be responsible for evaluating applications and recommending funding allocations to the RDEK for final approval. Council approved the Terms of Reference and appointed Councillor Fox, Councillor Maguire and Councillor Roberts to the Local Selection Committee. All grant applicants will be invited to a community meeting on Monday, April 7th, 2025, at 6:30 p.m. at Centennial Hall, where they will provide a short synopsis of their projects. The public is welcome to attend this open meeting.


Kimberley Health Centre Society Loan Request for Replacement of Roof Top Units

Council approved a recommendation from City CAO Jim Hendricks to post public notice of the City's intention to lend $100,000 from its Unrestricted General Operating Surplus to the Kimberley Health Centre Society to be repaid over a period of 10 years with interest. The loan will assist the Society with the cost of replacing the rooftop units that provide cooling and ventilation to the Kimberley Health Centre. Council also authorized staff to execute the Agreement upon completion of the requisite advertising.
