Meeting of March 7, 2024

Board Meetings are held in the 4th Floor Boardroom of the TNRD Civic Building in Kamloops, B.C. All meetings are open to the public to attend in person or online. Meetings are live-streamed and can be re-watched on the TNRD YouTube Channel.

 

Utility Rates Bylaw

The Board adopted Utility Rates Bylaw 2840, to set utility rates for TNRD owned and operated water and sewer systems. With the new Utility Rates Bylaw, user fees will rise by various amounts between 2024 and 2028. The Bylaw also sets the parcel tax at $250 per year for all systems (excluding the Paul Lake Community Sewer System which is funded only by a parcel tax).

Previous funding levels will not meet financial needs of each TNRD Water and Sewer Systems. This is due to the limited customer base for each of these tiny utility systems, as all fixed costs to operate and maintain each system must be contributed by the small user groups. Increasing user fees through this Bylaw will allow adequate funding for operating costs and for maintenance of existing equipment for each water and sewer system. The TNRD Board has continued to lobby the Province for financial support for tiny utility systems, and the TNRD will continue to rely on grant funding to support large-scale capital projects.

Delegation: Day One Society

The Board heard a presentation from Sian Lewis, Executive Director of Day One Society. Lewis provided an update on the society's nurse recruitment campaign and youth detox beds. Lewis explained that the society works with youth and adults throughout the Thompson-Nicola region and provides detox and counselling services in communities and also at its service centre located in Kamloops.

 

Delegation: Ministry of Forests

The Board heard a presentation from Trevor Bohay, Director of All-Hazard Response for the Ministry of Forests. Bohay provided an update on the provincial Post Wildfire Natural Hazard Risk Analysis Program, explaining details of the program and risks of debris flow from wildfires that burn with a moderate-to-high severity.

 

Zoning Amendment Bylaw 2824 (Lac Le Jeune)

Following a Public Hearing, the Board adopted Zoning Amendment Bylaw 2824, affecting property at 5665 Lac Le Jeune Road located in Lac Le Jeune, in Electoral Area “J” (Copper Desert Country).

The zoning amendment is to rezone a portion of the affected property from LRT-2: Existing Lakeshore Resort to LR-1: Lakeshore Residential Single-Family Zone, to create a new residential parcel adjacent to the Lac Le Jeune Nature Resort.

Zoning Amendment Bylaw 2833 (Blackpool)

Following a Public Hearing, the Board approved third reading of Zoning Amendment Bylaw 2833, affecting property at 1256 Hern Road located in Blackpool, in Electoral Area “A” (Wells Gray Country).

The zoning amendment proposes to rezone the affected property from R-1: Residential Single and Duplex to CR-1: Country Residential to allow agricultural and horticultural uses, subject to livestock regulations outside of the Agricultural Land Reserve.

The zoning amendment requires formal approval from the Ministry of Transportation and Infrastructure due to proximity to a highway, and will be brought to the Board for adoption at a future meeting.

Zoning Amendment Bylaw 2838 (Pritchard)

Following a Public Hearing, the Board approved third reading of Zoning Amendment Bylaw 2838, affecting property at 1585 Lance Road located in Pritchard, in Electoral Area “L” (Grasslands).

The zoning amendment proposes to add a site-specific regulation to the affected property to enable subdivision and create a parcel 4,900 square metres in size, to be used as a residence for a relative.

The zoning amendment requires formal approval from the Ministry of Transportation and Infrastructure due to proximity to a highway, and will be brought to the Board for adoption at a future meeting.

Zoning Amendment Bylaw 2839 (Blue River)

The Board approved first and second reading of Zoning Amendment Bylaw 2839, affecting property at 878 Harrwood Drive located in Blue River, in Electoral Area "B" (Thompson Headwaters).

The zoning amendment proposes to rezone the affected property from R-3: Residential Multi-Family to R-1: Residential Single and Duplex to allow a single-family dwelling (manufacture home) for personal use.

The proposed bylaw amendment will be taken to a Public Hearing during a regular Board Meeting.

Board Remuneration Bylaw

The Board approved a 4% increase to Board Remuneration Bylaw 2825, retroactive to January 1, 2024. Due to the average Consumer Price Index (CPI) exceeding a 4% increase between 2021 and 2023, the Board was required to review the annual change to remuneration, as set out in the Board Remuneration Bylaw.

Canada Community Building Fund

The Board approved the following allocations of the Canada Community Building Fund:

  • $27,000 for internet connectivity upgrades to the North Thompson Fall Fair and Rodeo Ground, allocated from Electoral Area "O" (Lower North Thompson).

Library Summer Student Grant Funding

The Board approved that the Thompson-Nicola Regional Library make an application to the Indigenous Skills Employment and Training Program for two High School Summer Student positions. If successful, the TNRL would employ two students in July and August of 2024.

North Kamloops Library Room Lease

The Board authorized leasing a room within the North Kamloops Library to Kamloops Partnered Assisted Learning (KPAL) for a one-year term at a rate of $1,000 per month. The room to be leased has historically been used for storage and KPAL has asked to rent the space. KPAL is a non-profit organization that offers free tutoring and literacy support for adults in the Kamloops area.
