Delegations and Presentations

BC Transit - Daynika White and Midhat Malik

Council received an update on BC Transit’s recommended fare strategy for Kimberley Transit. The strategy outlines adjustments to help keep pace with inflation and support continued service sustainability. The review noted that Kimberley’s fares have remained largely unchanged since 2013, while transit programs such as free rides for youth 12 and under, along with the free Winter Shuttle, continue to enhance local accessibility.

After considering several fare options presented by BC Transit, Council asked questions related to ridership, the feasibility of adding trips to daily commuter buses, and the viability of monthly passes.  Bylaws, Permits and Policies

City of Kimberley Revenue Anticipation Borrowing Bylaw No. 2799, 2026, for consideration of first three readings

CFO Krista Waite requested and received first three readings of the Revenue Anticipation Borrowing Bylaw. This bylaw allows the City to establish a line of credit with its financial institution to ensure funds are available if the operating account balance becomes temporarily low before property taxes are collected on July 2, 2026. The City adopts this bylaw each year as a precaution, although it rarely needs to use the line of credit.​​​​​​​​​​​​​​

New Business

Kimberley Transit System Fare Review

Following the BC Transit delegation, Planning staff recommended that Council approve the proposed phased approach to updating transit fares. The last fare review was conducted in 2013, and the new rates will bring Kimberley’s fares in line with those of comparable municipalities across the province.

Under the phased approach, single‑ride fares will increase by $0.50 to $3.50 in 2026, along with the introduction of a monthly pass priced at $80 (set at 23 times the updated single‑ride fare). A second increase in 2028 will raise single‑ride fares by an additional $0.50 to $4.00, with the monthly pass rising to $92—again, 23 times the fare.

After some discussion, Council approved the recommendation. The changes will take effect in late Spring 2026.

Regional District of East Kootenay Referral - Bylaws 3446 and 3447

The Regional District of East Kootenay recently requested that the City of Kimberley provide comments on a proposed rezoning taking place on rural land adjacent to the eastern municipal boundary and outside City limits.

Council approved the Manager of Planning’s recommendations, that while the City’s interests are not directly affected by the development, the City recommends that the proponent conduct a wildfire hazard assessment certified by a qualified professional, and complete any required mitigation work to reduce the hazard rating prior to subdivision.

Individual Travel Expense Grant Applications

Two Kimberley residents and members of Kimberley Curling Clubs U18 'Team Reynolds' requested and received Individual Travel Expense Grants to support their trip to the U18 National Curling Championships in Timmins, Ontario taking place February 8-14, 2026. 

2026 AKBLG Convention Attendee Authorization

Mayor McCormick and Councillors Cairns, Fox, Maguire, and Roberts, received authorization to attend the 2026 Association of Kootenay Boundary Local Governments (AKBLG) Convention scheduled to take place in Trail, BC from April 16 - 19. ​​​​​​​

Corporate Strategic Plan 2023-2026 - Progress Update​​​​​​​

The purpose of this report was to provide Council and the general public with an update on the progress made to date on implementing the 2023–2026 Corporate Strategic Plan, which was developed by Council shortly after the first year of the term. The Plan guides the municipality by establishing a shared vision and key goals to support decision‑making and set the tone for the organization throughout the term.

The 2023–2026 Corporate Strategic Plan charts a course for the corporation that prioritizes infrastructure renewal, environmental stewardship, inclusivity and civility, risk management, and economic resiliency—all while maintaining financial accountability. The CAO’s report also outlined planned initiatives to further advance progress in the final year of Council’s term.

The meeting concluded at 8:08 p.m. at which point an in-camera meeting was held. There will be a Special (Budget) Meeting held Tuesday, February 17th. The next Regular Meeting of Council is scheduled for Monday, February 23rd, 2026.
