Highlights of the Thompson-Nicola Regional District Board of Directors Meeting of April 20, 2023


The TNRD held its Board of Directors Meeting in the Twin Rivers Boardroom of the TNRD Civic Building in Kamloops, B.C. The meeting was held in-person and via Zoom, and a recording of the meeting was uploaded to the TNRD’s YouTube channel. You can view the recording here.

Zoning Amendment Bylaw 2716 (Blue River)

The Board approved first and second reading of Zoning Amendment Bylaw 2716. The bylaw amendment proposes to rezone a property at 878 Harwood Drive in Blue River, B.C. from R-2: Residential Multi-Use Zone to R-3: Residential Multi-Family Zone, with a site-specific amendment to allow traveller accommodation use (four rentable units plus suite) and reduce side yard setback requirements. Zoning Amendment Bylaw 2804 (Blackpool)

The Board approved first and second reading of Zoning Amendment Bylaw 2804. The bylaw amendment proposes to rezone a property at 284 Jenkins Road in Blackpool, B.C. from R-1: Residential Single and Duplex Zone to SH-1: Small-Holding Zone, to accommodate a small hobby farm on the property. A Public Hearing about the proposed bylaw amendment will take place at a regular Board of Directors meeting. Read the report here.

CAO Report

Chief Administrative Officer Scott Hildebrand provided an update on the development of the 2023-2026 Strategic Plan, which is nearing completion. The Board has provided guidance on priorities and goals for the 2023-2026 Strategic Plan in the first quarter of 2023 during multiple planning sessions.

The Board also heard an update on progress made in the 2020-2022 Strategic Plan, and 94% of action items are either complete or in progress (including 73% of action items being fully completed). More information is available at: tnrd.ca/strategic-plan.

Boundary and Governance Review Select Committee

The Board approved the Terms of Reference for the Boundary and Governance Review Select Committee. Part of the Committee’s mandate is to identify issues and priorities of the review. Appointments to the Committee will be made at the May 4, 2023 regular Board of Directors meeting. Read the report here.

Community Emergency Preparedness Fund Application

The Board voted for an application to be made to the Community Emergency Preparedness Fund to secure funding for reviewing and updating the existing TNRD evacuation plans. Read the report here.

Building Amendment Bylaw 2813

The Board adopted Building Amendment Bylaw 2813, which amends Building Regulations Bylaw 2066 and enables builders to use the prescriptive alternative to meet Step 3 of the BC Building Code, as required by the Province of B.C. as of May 1, 2023. Read the report here.

External Relations & Advocacy Advisor

During a closed meeting following the regular Board of Directors meeting, with authorization to release to the public, the Board voted to direct staff to proceed with the hiring of an External Relations and Advocacy Advisor. The Advisor will facilitate and coordinate partnerships and projects to advance community development opportunities, with a focus on Indigenous culture, processes, engagement, reconciliation and developing partnerships.

This position was discussed during Strategic Planning sessions in March 2023, and funding for this new position was proposed to the Board during the regular Board meeting on March 30, 2023 as explained in the 2023-2027 Financial Plan report.
