Aqua-Tex - Mark and Matthew Creek 2024 Annual Water Quality Report

Cori Barraclough of Aqua Tex Scientific Consulting Ltd. presented to Council on the 2024 monitoring results of City of Kimberley water supplies - Mark Creek and Matthew Creek. Barraclough discussed the goals of the monitoring program, including informing watershed management and ensuring high-quality water for the community.

Key findings conclude that despite challenges with earlier-than-usual freshet, drought conditions, and other minor issues, water quality in both creeks was reported as good and stable throughout 2024, staying within expected ranges. Bylaws, Permits, And Policies

Bylaw No. 2790, 2025-2029 Five Year Financial Plan Bylaw No. 2782, Amendment No. 1, 2025 for consideration of first three readings

Chief Financial Officer (CFO) Krista Waite requested and received Council approval of an amendment to the 2025-2029 Five Year Financial Plan Bylaw No. 2782, 2025, as adopted at the April 28, 2025, Regular Meeting to include several expenditures and offsetting funds required for the following projects:

  • Fuels Treatment Project
  • NorthStar Trail Slope Remediation Project
  • Kimberley Bike and Skate Park Project
  • Rotary Park Playground.

New Business

Community Engagement Update - Housing Needs OCP and Zoning Review

Senior Planner Justin Cook provided Council with an update on Community Engagement for the Housing Needs OCP and Zoning Review project. Engagement included an online and paper survey, which received 159 responses, several stakeholder meetings and two public open houses. See the survey findings and more details on the engagement process in the agenda. 

Source Water Quality - Mark and Matthew Creek 2024 Annual Report 

Further to the presentation by Aqua Tex earlier in the meeting, Senior Manager of Operations, Nik Morissette, presented the Full Annual Report on water quality at both of Kimberley's water supplies. The purpose of the review was to assess raw water quality and watershed conditions for Mark and Matthew Creeks—Kimberley’s drinking water sources—with the key finding that water quality in both creeks met regulatory standards in 2024. Procurement Report and Financial Update Report - January 1 - June 30, 2025

CFO Waite regularly provides Council with Procurement updates related to construction, goods, and services, where a formal solicitation process was performed.

The Financial Update Report provides Council and the general public with a summary overview of the City's actual operating revenues and expenditures in comparison to the budget, as well as provides an indication of the progress being made towards completion of planned capital and non-capital projects.

Quarterly Administration Update - April 1 to June 30, 2025

Chief Administration Officer (CAO) Jim Hendricks provides quarterly updates to Council and the public that contain timely information related to City operations, projects, and initiatives that may not otherwise make their way onto a Council meeting agenda. The Quarterly Administration Updates were launched in early 2024 to keep Council and residents informed about key City projects, events, and initiatives. While not exhaustive, these reports have become a valuable resource for sharing relevant community updates.

All editions are available on the City’s website and serve as a growing record of the City’s ongoing work. Some highlights in this quarter's report include updates on:

Formal Complaints Policy and Public Conduct Policy Amendments

Since both policies were adopted at the March 24, 2025, Regular Meeting of Council, new and/or better information has become available, and amendments have been made to both policies.

The purpose of the Formal Complaints Policy is to provide a fair, effective, and transparent process to respond to service users' complaints. It sets out the procedure for receiving, reviewing, recording, and responding to complaints about City services, violations of City policies, and/or actions taken by staff. It contributes to the City's objective of responding to complaints by service users in ways that are consistent and fair while acknowledging that there may be a need to protect staff and others from discrimination, violence, abusive conduct, harassment, unreasonable behaviour and frivolous and/or vexatious actions.

The purpose of the Public Conduct Policy is to provide clear guidelines to Public and Service Users on how to behave and communicate with staff in an appropriate manner. The policy provides a fair, effective, and transparent procedure for identifying, mitigating, and responding to unacceptable public conduct. The policy identifies behaviours from the public that may constitute bullying, harassment and sexual harassment, or may otherwise be threatening, vexatious, discriminatory, and defines Unacceptable Public Conduct. 


The Council meeting concluded at 8:20 pm, at which point an In-Camera meeting was conducted.
