REVIEW ON AVIATION SAFETY

We begin with this issue of the Aviator Express, a series of capsules on aviation safety.

Our first capsule discusses the famous CYA and the dangers related to any intrusion.

THE CYAS - A DETOUR WHICH IS WORTH

A CYA (Class F airspace) is defined by:

An airspace within which an activity is to be conducted for which non-participating aircraft pilots should be informed, for reasons of air safety, including training, skydiving, free flight and military operations. There are no special restrictions on the use of advisory airspace. However, VFR aircraft are encouraged to avoid flying in advisory airspace unless they participate in the activity that takes place there. (AIM RAC 2.8.6)

With the arrival of the summer the activities like the parachutist took again more beautiful. Recently, several paratroopers reported the presence of planes crossing their area as they descended. In the Quebec City region, a dozen paratroopers reported the passage of a plane, not far under them, when they were in free fall. Most likely the pilot did not even know about it.

Imagine what would happen if your propeller or wing hangs a parachute rope. In addition to the drama of the families involved, yours too, since it is unlikely that you will survive, it has other consequences. There is a strong possibility of prosecution as it was your responsibility to avoid collisions. And do you think your insurance will pay or will your family end up with the bill? Will it be judged as an accident or as negligence?

There are no restrictions on entering  a CYA zone. However, it is strongly recommended that pilots avoid these areas.

So why take a chance: go around.

HAVE YOU CHECK  YOUR ELT RECENTLY?

ELT Emergency Locator Transmitter , emitting either 121.5 MHz or 406 MHz depending on the model, has recently received bad press in newspapers and social media, to the point of raising doubts among some as to their utility and reliability.

Recall that the distress beacon is mandatory regulatory equipment and that in many cases, it has helped save lives. The surviving passenger of the tragic accident of Chibougamau in July 2019 was saved, do not forget it, thanks to this beacon. Unfortunately, the failure of the beacon is often caused by human errors. In particular, by a bad installation, or by putting it off by someone.

The pilot owner should regularly check  the operation of his beacon.

If it is a beacon transmitting on the frequency 406 MHz (ELT 406), the test can be done at any time. This type of beacon has a control panel in the dashboard of the aircraft. As one member says, "By pressing the" TEST "button, the small center light flashed and went out. Moments later I received an email from CBR (Canadian Beacon Registry )  , allowing me to check if my file is up to date, and confirming de facto that my beacon works. "

In the case of an ELT 121.5, it can legally be activated for testing purposes only during the first 5 minutes of the hour and listen to the 121.5 frequency on the aircraft radio or a portable radio to validate if she emits distinctly. If you hear the characteristic noise "youyouyouyou" is that your ELT works. If not, visually check that it is not "OFF" and, if necessary, have the installation serviced. Call the FSS to tell them that you have just done a test. You do not want to be flown over by a Hercules!

If you do not have a tag, you are illegal.

In a future issue, Airmen. Quebec will introduce you to various additional features such as "Spot" or "InReach", which increase the chances of being rescued.
