Energy Conservation and Emission Reduction Amendments - Bylaw 2819
Council approved second and third readings of amendments to the City’s Building Bylaw related to energy conservation and greenhouse gas emission reduction requirements. Following first reading in August, the City invited more than 30 local designers, builders and developers to provide feedback on the proposed changes. Three responses were received, including concerns related to potential costs and electricity grid capacity, as well as one response in support.
No changes were recommended as a result of the feedback received. The bylaw is expected to return to Council for consideration of adoption at the October 13, 2026 Regular Council meeting.
Bylaw No. 2820, 2026-2030 Five Year Financial Plan Bylaw No. 2802, Amendment No. 2, 2026 Consideration of First Three Readings
Council gave first three readings to an amendment to the 2026-2030 Five-Year Financial Plan to incorporate several projects and budget changes that have arisen since the plan was adopted in April.
The amendment includes:
- $25,000 for the Economic Development Capacity Review, funded from the General Operating Capital Reserve and supported by matching ETSI-BC grant funding.
- $98,233 in additional funding for the Morrison Lift Station Upgrade, funded from the Sewer Operating Capital Reserve.
- $400,000 for a wildfire and hydrological modelling project, funded through a $300,000 Columbia Basin Trust grant and $100,000 from the General Operating Capital Reserve.
- $12,200 in additional funding for property acquisition costs related to Wallinger Avenue East, funded from the Kimberley Land Development Reserve.
The amendment updates the City’s financial plan to formally reflect these previously approved expenditures and funding sources. They will be brought back to the October 13th meeting for adoption.
2026 Council Remuneration Review
Council gave first three readings to a new Council Remuneration and Expenses Bylaw following a review of remuneration in comparable B.C. municipalities. The review found Kimberley’s current remuneration to be below the median of the municipalities surveyed.
The proposed bylaw would increase annual remuneration from $39,286 to $42,674 for the Mayor and from $19,641 to $21,337 for Councillors, effective November 1, 2026. Future remuneration would continue to be adjusted annually based on the B.C. Consumer Price Index, with the first adjustment taking effect January 1, 2028. The bylaw will come back to Council for consideration of adoption at the October 13th Council Meeting.

Zoning Amendment and Development Variance Permit – 200 St Mary Lake Rd
Council approved a Development Variance Permit and related Official Community Plan and Zoning Bylaw amendments for 200 St. Mary Lake Road to support the proposed subdivision of a 1.9-hectare (4.5-acre) property located at the western edge of the Kimberley Golf Course. The variance allows for on-site wastewater treatment, similar to neighbouring properties that have recently been subdivided and developed. No public comments were received following notice of the proposed variance.
City of Kimberley Freedom of Information and Protection of Privacy, Bylaw No. 2811, 2026
Council adopted a new Freedom of Information and Protection of Privacy Bylaw and approved an updated Privacy Policy as part of the City’s Privacy Management Program.
The updates clarify responsibility for freedom of information and privacy matters, modernize City procedures, and help ensure the City meets provincial requirements for managing and protecting personal information. The work also includes updated privacy procedures, staff training, privacy impact assessments for new initiatives, and improved information for the public on the City’s website.
