Highlights from the Thompson-Nicola Regional District Board of Directors Meeting of March 24, 2022


The TNRD Board of Directors held its regular Board Meeting in the Twin Rivers boardroom of the TNRD Civic Building in Kamloops. The meeting was held via Zoom and with limited in-person capacity, in adherence with the TNRD’s COVID-19 Safety Plan. The meeting was recorded and uploaded to the TNRD’s YouTube channel. Delegation: Cariboo Chilcotin Coast Tourism Marketing Association

The Board received a verbal presentation from Sydney Redpath, Director of Marketing for the Cariboo Chilcotin Coast Tourism Marketing Association, regarding Municipal & Regional District Tax (MRDT) renewal applicable to TNRD Electoral Area “E” (Bonaparte Plateau). The Board voted to write a letter of support for renewal of the MRDT for the association.

Five-Year Financial Plan Adopted

The Board adopted the 2022-2026 Financial Plan (Bylaw No. 2772) following a presentation by the Chief Financial Officer. The plan represents 124 separate services in 10 electoral areas and 11 municipalities. It includes a tax requisition of $23,445,474, which is a 3.4% increase compared to 2021, but is only 1.6% greater than in 2020. Changes in taxation in 2022 will differ for properties, depending on variables such as changes to assessed value, services provided to an area, and changes to the number of properties that share funding for a particular service. Monte Creek & Lafarge Assent Vote (Referendum)

The Board voted to establish the question for assent voting (referendum) to be held on May 28, 2022 for the proposed Monte Creek Fire Protection Service. Read the report here.

The Board also gave third reading to Monte Creek Fire Protection Service Area Establishment Bylaws 2774 & 2775. The bylaws will be brought to the Board for adoption if the referendum passes. Read the report here.

Canada Community Building Fund

The Board approved the following requests for allocation for federal Canada Community Building Funds:

  • $700,000 for building improvements to the McLure Community Hall and Fire Hall
  • $24,850 for new flooring in the Lower Nicola Valley Community Association Community Hall

Thompson Regional Hospital District Highlights

The TRHD held its Spring 2022 Regular Meeting on March 24, 2022 in the Twin Rivers boardroom of the TNRD Civic Building in Kamloops. The meeting was recorded and uploaded to the TNRD’s YouTube channel. View the recording here.

The TRHD Board adopted the 2022-2026 Financial Plan (Bylaw No. 155) following a presentation from the Director of Finance. The plan includes a tax requisition of $16,153,954, which includes a 1.5% increase of $238,729 over the prior year, to build capital reserves for Phase 3 of the Royal Inland Hospital expansion and improvement project. The average assessed home in the TRHD paid $159.09 in 2021, and in 2022 will pay $166.63. Read the report here.

The TRHD Board adopted Major Equipment & Renovations Bylaw No. 156. The bylaw authorizes payment of the requested TRHD share of major equipment and renovation costs in 2022. View the report here.

The TRHD Board received delegations by:

  • Dr. Elizabeth Ewart, RIH Foundation Board Member, regarding information on the Rae Fawcett Breast Health Clinic
  • Tracy Rannie, Interior Health Executive Director of Operations at RIH, for an update on RIH and on construction being completed on the new patient care tower
  • Cory Wein, Interior Health Director of Business Operations, for an update on major equipment purchases and renovations within the TRHD boundaries in 2022
