Jack Ratcliffe Commitment to Community Award Presentation to John Boucher

Council began the meeting by recognizing John Boucher as the 2025 recipient of the Jack Ratcliffe Commitment to Community Award. The award honours individuals who demonstrate a lifelong commitment to service and volunteerism, reflecting the values championed by its namesake, Jack Ratcliffe.

John, pictured above holding the award, has contributed more than four decades of extraordinary volunteer service to Kimberley and the surrounding region. From sport and health services to community events and social support, his dedication has touched countless organizations and residents. Jack Ratcliffe’s daughter, Wendy Qureshi (in red), was on hand for the presentation, marking a meaningful moment as Jack passed away late last year. Bylaws, Permits and Policies

Development Permit 2025-009 - 500 St Mary Lake Rd

Planning Technician Max Garvey presented a Development Permit request on behalf of the Kimberley Riverside Campground to add five new non‑serviced walk‑in tent sites, along with additional designated parking to serve both new and existing walk‑in campsites. Each proposed campsite will include a 12‑foot by 12‑foot tent pad and a 12‑foot by 12‑foot recreation area with a picnic table and fire pit. Council approved the permit request.

Development Variance Permit 2025-001 - 270 Otis Street

On behalf of the applicants regarding a property at 270 Otis Street, Planning Technician Garvey requested that Council issue notice to neighbouring property owners regarding a Development Variance Permit application to vary the minimum front yard setback. The proposed variance would allow for the construction of a single‑unit dwelling at the front parcel line with zero setback. Council approved the request to notify neighbours.

Development Variance Permit 2026-002 - 257 Stemwinder Drive

On behalf of the applicant at 257 Stemwinder Drive, Planning Technician Garvey requested that Council direct the Corporate Officer to issue notice to neighbours to reduce the rear setback allowance of their property to facilitate the placement of a small garden shed, less than 10 square metres, in the rear yard of the property. Council approved the request. 

New Business

Fourth Quarter Bylaw Enforcement Report - October to December 2025

Kimberley Bylaw Officer Sean Lever presented Council with the 2025 Fourth Quarter Bylaw Enforcement Report, outlining calls for service during the reporting period. During his presentation, Lever highlighted several ongoing enforcement and safety concerns, including:

  • Travel trailers and RVs parked on streets after October 15 pose risks to snow removal equipment. Public engagement efforts have significantly reduced the number of vehicles left on streets, and staff will continue these efforts moving forward.
  • Solid waste and bear conflicts continue to pose risks to wildlife and public safety. Lever is working with the Conservation Service and City staff to educate residents on proper waste storage and cart placement.
  • Off‑leash dogs remain an issue. Lever noted that he prioritizes education and warnings where possible before issuing tickets, with fines set at $75 for a first offence and $150 for a second offence.

Appointment of 2026 Parcel Tax Roll Review Panel

CFO Krista Waite requested and received Council confirmation to appoint Councillor Cairns, Councillor Fox, and Manager of Planning Troy Pollock to the 2026 Parcel Tax Roll Review Panel.

As required under Section 204 of the Community Charter, Council must appoint at least three members to the panel, establish a time and place for the panel’s sitting, and publish advance notice in accordance with Section 94 of the Community Charter. The panel will meet at 6:30 p.m. on Monday, April 13, in Council Chambers at City Hall.

Petitions

30 km/h Speed Limit

A petition signed by several community members was submitted to City Council requesting a reduction of the speed limit to 30 km/h on all residential streets in Kimberley. Council discussed the matter, and Mayor McCormick reminded Council members and the public that staff have been directed to research the issue and the corresponding bylaw and bring forward recommendations to Council at an upcoming Regular Meeting.

The meeting concluded at 7:40 p.m. at which point an in-camera meeting was held. The next Regular Meeting of Council is scheduled for Monday, April 13th, 2026.
