Public Hearing

Aligning the Official Community Plan and Zoning Bylaws to Housing Needs

The City of Kimberley held an electronic Public Hearing to consider amendments to the Official Community Plan and Zoning Bylaws. Those bylaws include:

  • Bylaw No. 2793, Amendment No. 8, 2025 to City of Kimberley Official Community Plan Bylaw No. 2600, 2018
  • Bylaw No. 2794, Amendment No. 41, 2025 to City of Kimberley Alpine Resort Zoning Bylaw No. 2016, 1999
  • Bylaw No. 2795, Amendment No. 182, 2025 to City of Kimberley Zoning Bylaw No. 1850, 1994

The amendments are proposed to meet provincial legislative requirements to integrate the City's Housing Needs Report into local planning bylaws. Bylaws, Permits, And Policies

Aligning Official Community Plan and Zoning Bylaws to Housing Needs - Third Reading of Amending Bylaws

Council provided third reading to the above-noted bylaws. Read the staff reports for details and watch the meeting playback to view Council discussions on proposed amendments. 

Bylaw No. 2797, City of Kimberley Waterworks Rates and Regulations Bylaw No. 2148, 2002, Amendment No. 23, 2025, for consideration of adoption, AND 

Bylaw No. 2796, City of Kimberley Sewer Rates and Regulations Bylaw No. 1462, 1982, Amendment No. 29, 2025, for consideration of adoption

Council adopted the proposed amendments for the Waterworks Rates and Regulations Bylaw and the Sewer Rates and Regulations Bylaw, resulting in a 5% increase for both in 2026. Bulk Water Rates will increase by 15%. Read the full report at the agenda link above and watch the discussion on YouTube.

New Business

Kimberley Wastewater Treatment Plant Project Update Report

Senior Manager of Operations, Nik Morissette, presented Council with an update on the progress of the City's Wastewater Treatment Plant Project. Updates include discussion about pre-construction, including early onsite work and design; permitting and scheduling; and communications completed to date. Economic Development Capacity Review and REDIP Grant Application

Staff presented Council with an update regarding a grant application made to the Rural Economic Diversification and Infrastructure Grant program for the development of an Economic Development Capacity Review. The goal of the project is to assess the City of Kimberley's readiness for economic development, identify strategic pathways, and strengthen long-term economic resilience. 

Acting Mayor Appointments 2026

Council approved the list of 2026 Acting Mayor appointments.  They are as follows: 

  • Councillor McBain - January 2026
  • Councillor Cairns - February 2026
  • Councillor Dunnebacke - March 2026
  • Councillor Maguire - April 2026
  • Councillor Fox - May 2026
  • Councillor Cairns - June 2026
  • Councillor Roberts - July 2026
  • Councillor McBain - August 2026
  • Councillor Fox - September 2026
  • Councillor Roberts - October 2026

After the October 2026 election, appointments to serve as Acting Mayor in November and December will be made. 


The Council meeting concluded at 8:08 pm, at which point an In-Camera meeting was conducted.
