Meeting of January 18, 2024

Board Meetings are held in the 4th Floor Boardroom of the TNRD Civic Building in Kamloops, B.C. All meetings are open to the public to attend in person or online. Meetings are live-streamed and can be re-watched on the TNRD YouTube channel.

 

Zoning Amendment Bylaw 2834 (Pritchard)

Following a public hearing, the Board adopted Zoning Amendment Bylaw 2834, affecting property at 2037 Martin Prairie Road located in Pritchard in Electoral Area “L” (Grasslands).

This zoning amendment will rezone the property from RL-1: Rural to SH-1: Small Holding to enable subdivision of a four-hectare parcel of land and construct a new dwelling on a separate title.

Delegation: Kamloops White Cane Club

The Board heard a delegation from members of the Kamloops White Cane Club, including Vern Short (Vice President and Public Relations Director for the Canadian Council of the Blind BC-Yukon Division), Linda Hall (President), and Les Nolan (Director), regarding the National White Cane Week held from February 4 to 10, 2024.

Short encouraged TNRD Board members to consider needs for visually impaired residents. He also invited Board members to the annual five-pin bowling challenge against the Kamloops White Cane Club’s bowling team.

 

 

Delegation: South Cariboo Sportsmen Association

The Board heard a delegation from members of the South Cariboo Sportsmen Association, including President Wayne Wawrenuik and Vice President Bill Forsyth, to inform the Board about the association and its history and explain that the association would be impacted by a potential landfill development in the area.

 

 

Zoning Amendment Bylaw 2826 (Blue River)

The Board adopted Zoning Amendment Bylaw 2826, affecting property at 920 and 934 Harrwood Drive located in Blue River, in Electoral Area “B” (Thompson Headwaters).

This zoning amendment will rezone two adjoining parcels from R-1: Residential Single and Duplex to C-4: Recreational Commercial, to allow for guest accommodation for Mike Wiegele Heli-Ski Resort in a dwelling previously used as a principal residence.

CAO Report

Premier’s Task Force: Chief Administrative Officer Scott Hildebrand shared an update as part of his appointment to the Premier’s Task Force on Emergencies.

Hildebrand stated that the task force continues to be busy with additional meetings being added before the task force is expected to wrap up by March 1, 2024. The most recent task force meetings were on January 11 and 12, 2024. Many meetings have taken place virtually and an upcoming meeting will take place in Vancouver on January 25, 2024, with Premier Eby in attendance.

Hildebrand said that recommendations are being made to the Province in real time during meetings to be actioned by the Province in advance of the 2024 wildfire season.

2024 Budget: Hildebrand also encouraged residents to continue to find information on TNRD services and taxation in 2024, using tnrd.ca/budget2024. Hildebrand stated that multiple news releases have been issued in recent months to make residents aware that detailed 2024 budget information is available, and that they are able to participate and provide feedback at any time. He stated that this notice was also shared in the TNRD Regional Newsletter that was mailed to approximately 15,000 addresses in the fall.

 

 

Commercial Rentable (Cabin) Units

The Board received a report for information in response to Board direction for staff to examine options for limiting the size of cabins in commercial zones including a comparison with regulations used by other regional district.

The report explains the progression of resorts and cabin units, compares other regional district cabin unit restrictions, and provides a detailed history of resort and cabin ownership models in the TNRD and accommodation trends.

A motion was made by Director Stamer requesting that the report be referred to a future Committee of the Whole Meeting. The motion was defeated.

Economic Development Service Funding Reallocations

The Board approved reallocating funds from the TNRD’s Economic Development service that are specific to each Electoral Area. The reallocation of funds by Electoral Area are as follows:

  • Electoral Area “A” – Utilize $10,000 of unallocated funding to reduce taxation and continue economic development services that are already administered by TNRD staff for the Electoral Area.
  • Electoral Area “B” – No change to existing economic development service.
  • Electoral Area “E” – Cease taxation for economic development, reallocate 50% of $44,874 funding to discretionary fund and use other 50% to reduce taxation.
  • Electoral Area “I” – Continue economic development service with no additional taxation collected in 2023, budget $5,000 toward economic development expenses in 2024 and place remaining $31,261 of unallocated funds into a reserve fund.
  • Electoral Area “J” – Cease taxation for economic development, utilize $16,918 to reduce taxation.
  • Electoral Area “L” – Cease taxation for economic development, reallocate $1,896 into Electoral Area Director discretionary fund.
  • Electoral Area “M” – Cease taxation for economic development, reallocate $26,287 into Electoral Area Director discretionary fund.
  • Electoral Area “N” - Cease taxation for economic development, reallocate $41,792 into Electoral Area Director discretionary fund.
  • Electoral Area “O” - Cease taxation for economic development, reallocate 50% of $68,568 into Electoral Area Director discretionary fund and 50% to reduce taxation.
  • Electoral Area “P” - Cease taxation for economic development, reallocate $2,443 into Electoral Area Director discretionary fund.

Lytton Library Rebuild Planning

The Board voted to directed staff to negotiate with the Village of Lytton regarding ownership and rebuilding of the library and municipal office in its former location in the Village of Lytton, which was destroyed in the 2021 wildfire. The TNRD and Village must determine rebuilding plans and ownership prior to the deadline of May 31, 2024 as specified through the Municipal Insurance Association of BC.

TNRD Parks and Trails Strategy Planning

The Board voted to direct staff to initiate the creation of a Parks and Trails Strategy beginning this year, with an expected completion in 2025 for a maximum cost of $100,000 to be funded from the regional parks reserve fund.

The purpose of the Parks and Trails Strategy is to outline future direction and actions for regional parks, community parks, and trail systems for the next 10 years.

Background for the recommendation is included in a staff report that was brought to the Committee of the Whole meeting on December 15, 2023.
