Aéro Montréal's mission is to mobilize stakeholders in Quebec's aerospace ecosystem to support its global reach, innovation capacity and growth.

 

// MESSAGE FROM THE PRESIDENT

 

Dear members, dear partners,

In 17 years, the cluster has signed nearly 30 agreements with foreign partners. We have initiated some very exciting collaborations in the Americas, Europe, Africa and Asia. Each year, we have leveraged these agreements to create opportunities for meetings that bring these collaborations to life, raise the profile of Québec expertise, and share new business opportunities with our members.

In 2023, we reached a new milestone. We created the first-ever International Cluster Committee. Our goal was clear: to maximize support for our members through a shared international vision. Specifically, we took on the role of coordinator of partners active in international affairs. We set ourselves the goal of clarifying the role that each of us can play in raising Québec's profile, guiding international actions and ensuring that we optimize the support we provide to SMEs. The team is convinced of the strength of this committee, which will ensure greater transparency in Québec’s actions and maximize our strategic approach regarding new markets.

When I took up my post at Aéro Montréal, I also wanted to recapture the spirit of sharing among clusters. I had the pleasure of achieving this with the team at the Paris Air Show. We took advantage of this unmissable event to announce the creation of the Global Aerospace Cluster Partnership (GACP) involving more than 60 clusters, with the support of the Ministère des Relations Internationales et de la Francophonie (MRIF). Through this new alliance, we are providing our members privileged access to contact points and support in more than 60 destinations around the world. Our Québec SMEs will have access to valuable resources in partner clusters along with a first level of local support and information. A kind of soft landing in export markets.

I’m a firm believer in the potential of this new forum for international cooperation, and perhaps Québec could host the future headquarters of this INGO (international non-governmental organization).

If we’re sharing with you today content dedicated to our international relations efforts, it’s in the hope of inspiring you to become a stakeholder in this project: to increase the influence and presence of Québec expertise on the international stage while strengthening exchanges with our counterparts.

DAMIEN, AS DIRECTOR OF THE GROWTH AND INTERNATIONAL AFFAIRS PILLAR AT AÉRO MONTRÉAL, CAN YOU SHARE WITH US THE EXCITING DETAILS OF YOUR MISSION?

My mission is to provide support to Quebec SMEs in terms of growth, in collaboration with industry players. It involves designing and implementing various strategies and tools aimed at strengthening the economic fabric in Quebec. This includes initiatives related to financing, the value chain, mergers and acquisitions, while promoting the expansion of these companies in international markets.

AÉRO MONTRÉAL HAS WOVEN A WEB OF STRATEGIC AGREEMENTS AROUND THE WORLD WITH AEROSPACE CLUSTERS. COULD YOU ENLIGHTEN US ON THE NATURE OF THESE PARTNERSHIPS AND THEIR IMPORTANCE FOR OUR SMES?

Since 2006, Aéro Montréal has signed nearly thirty partnership agreements with international players on four different continents — in America, Asia, Africa and Europe. Although these agreements evolve at their own pace, they represent a mutually beneficial collaboration aimed at opening up new opportunities for our members. For example, we are committed to keeping abreast of developments in our respective markets, while mobilizing our networks to identify the best business opportunities for our members. It's an exciting field, and we're clearly seeing the benefits of this work.

AÉRO MONTRÉAL RECENTLY TOOK ON A LEADERSHIP ROLE IN A BRAND-NEW STRATEGIC COMMITTEE FOCUSED ON INTERNATIONAL RELATIONS. WHO ARE THE OTHER PARTNERS INVOLVED AND HOW DO YOU WORK TOGETHER?

The Quebec aerospace industry is deeply rooted in globalization. With sales totaling $18 billion in 2022, nearly 80% of which are for export outside Quebec, this makes it Quebec's largest manufacturing export sector. In this context, it is crucial to align our actions with those of our partners, and we are fortunate to benefit from strong support from the governments of Quebec and Canada to strengthen our international presence. We identified a need for more effective coordination of international relations efforts, which led to the creation of the International Committee.

This committee works in close collaboration with committed partners at different levels (national, provincial, regional, municipal) to maximize the support provided to SMEs. It brings together its members to develop joint programming and coordinated aid aimed at strengthening support for businesses. In addition, it looks at international destinations that are attracting growing interest.

AT THE GEOPOLITICAL LEVEL, THE NEWS IS COMPLEX. IS IT THE RIGHT TIME FOR AN SME TO CONSIDER INTERNATIONAL INVESTMENTS?

Absolutely, the geopolitical context is changing rapidly and brings its share of challenges, but it also offers new opportunities that must be seized quickly. The COVID-19 pandemic has exposed the vulnerabilities of an overly dispersed supply chain, redrawing the map of the international scene.

We are witnessing the emergence of numerous reshoring strategies and new prospects for international development. Companies favor countries offering the best value for money. For example, several Eastern European countries have contacted us because of the tense situation between Russia and Ukraine, no longer able to work with their usual suppliers. In this context, the excellence of Quebec industry appears to be an obvious choice to help them quickly secure their supply chains and continue to serve their customers.

THE FALL OF 2023 PROMISES TO BE BUSY WITH MANY INTERNATIONAL AEROSPACE MISSIONS. HOW IS AÉRO MONTRÉAL A STRATEGIC PARTNER FOR SMES DURING THESE MISSIONS?

We have developed a clever program that combines strategic information workshops in Quebec (Vietnam, India, Colombia) with missions in areas of interest (Vermont, Ohio, United Arab Emirates, South Korea, Morocco). The objective is to facilitate the participation of our members and the ecosystem in the activities that best correspond to their interests and ambitions, while detecting new opportunities.

In Asia, several recent announcements have reported significant contracts in the field of defense helicopters; a mission with Investissement Québec International will be held in Seoul in the fall. In the business aircraft sector, several operations will be repatriated from Asia to Querétaro in Mexico, making it an attractive region for business development. Some destinations are becoming strategic due to their ability to recruit foreign talent. Growth cannot be fully realized without adequate human resources within our ecosystem to support it. This consideration does not only concern Quebec but the entire industry.

HOW IS THE YEAR 2024 SHAPING UP IN TERMS OF INTERNATIONAL INFLUENCE?

2024 promises to be exciting in terms of international influence for Aéro Montréal. We recently announced the creation of the Global Aerospace Cluster Partnership (GACP) at the Paris Air Show in June. This initiative is the result of a long-term collaboration between Aéro Montréal and our European partners, Hamburg Aviation and Aerospace Valley, and then with partners around the world. Thanks to this new alliance, we are taking a major step to offer our members personalized support in more than 60 destinations across the globe.


At the same time, our International Aerospace Innovation Forum, organized from May 21 to 23, 2024, will be a valuable opportunity to strengthen our ties with our international partners. The United Kingdom will be the country of honour, which promises to add an enriching dimension to our international exchanges

VIETNAM AS A GATEWAY TO SOUTHEAST ASIAN MARKETS

On the occasion of the 5th year of implementation of the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP) and the fiftieth anniversary of the Vietnam-Canada bilateral relationship, The Vietnam Trade Office in Canada, The Government of Quebec, The ASEAN-Canada Business Council and Laval University are organizing an event in partnership with Aéro Montréal, to present a portrait of the market and the opportunities offered by Vietnam as a privileged gateway to Southeast Asian markets

 KEY DATA:

 The Association of Southeast Asian Nations (ASEAN) is the fastest growing economic region in the world and will be the center of gravity for global consumption by 2030 with 660 million consumers .

• According to forecasts by the International Air Transport Association (IATA), Vietnam will be the fifth fastest growing aviation market in the world by 2035, with 150 million passengers.

• Vietnam airlines currently operate 60 domestic routes.

•  Vietnam's total domestic and international supply reached over 6.5 million seats, ranking 2nd in Southeast Asia after Indonesia.

THAILAND

 The commercial aviation industry is valued at US$2.2 billion, a value that is expected to continue to grow at an average of 5.4% per year.

2nd largest economy in Southeast Asia, Thailand maintains its defense spending with an annual budget of around US$7 billion. In 2022, the Thai government allocated just over 1% of its GDP to defence.

• 49 % of this budget will be allocated to the Royal Army, 20% to the Royal Navy and 19% to the Royal Air Force.

INDONESIA

Indonesia (over 17,000 islands and 300 distinct ethnic and linguistic groups) has ambitious plans to revitalize its military. 

The Indonesian government has allocated $9.3 billion for defense in 2022 and a budget of $125 billion to modernize its military (2020-2044).

 The country also plans to acquire new, more efficient equipment, such as unmanned aircraft systems, surveillance communication systems, aircraft components, maintenance, repair and overhaul services, etc.

Primer: Legal basis for processing under the Consumer Privacy Protection Act (Bill C-27) with Imran Ahmad, Partner, Canadian Head of Technology and Canadian Co-Head of Information Governance, Privacy and Cybersecurity, and Sarah Nasrullah, Senior Associate, at Norton Rose Fulbright.

The House of Commons introduced Bill C-27 in 2022, which introduces three new acts: the Consumer Privacy Protection Act (CPPA), the Personal Information and Data Protection Tribunal Act, and the Artificial Intelligence and Data Act (AIDA), which would replace the current Personal Information Protection and Electronic Documents Act (PIPEDA).

In this short video, Imran Ahmad and his colleague Sarah Nasrullah provide a brief overview of legal analysis that needs to be conducted under the proposed Consumer Privacy Protection Act (Bill C-27), when collecting new data elements or using existing ones in a new way.
