Bylaws, Permits, and Policies

2025-2029 Five Year Financial Plan Bylaw No. 2782, 2025 for consideration of first three readings

City Chief Financial Officer (CFO) Krista Waite requested and received first three readings of the 2025-2029 Five Year Financial Plan Bylaw. After a series of public meetings, the Bylaw will be brought back for adoption at the April 28th Council meeting. The public is invited to view the overview document and all materials presented throughout the budget deliberation process at www.engagekimberley.ca or the link below. Bylaw No. 2783, City of Kimberley Parcel Tax Imposition Bylaw No. 2279, 2006 Amendment No. 13, 2025 for consideration of first three readings

CFO Kritsa Waite requested and received first three readings of Bylaw No. 2783, City of Kimberley Parcel Tax Imposition Bylaw No. 2279, 2006 Amendment No. 13, 2025. The Parcel Tax funds the Kimberley Aquatic Centre's operating deficit and debt payment. The 2025 Parcel Tax is set at $215.73. City of Kimberley 2025 Tax Rates Bylaw No. 2784, 2025 for consideration of first three readings

CFO Waite requested and received first three readings of the 2025 Tax Rates Bylaw No. 2784, 2025. Funding the proposed budget for 2025 requires an increase of 6.99% over the combined total of the Property Value Tax and Flat Tax collected last year. New Business

Aligning Official Community Plan and Zoning Bylaws to Housing Needs

Manager of Planning, Troy Pollock, and Senior Planner, Justin Cook, requested and received Council direction to proceed with a Provincially mandated housing-focused review and update of the Official Community Plan and zoning bylaws prioritizing the following policy areas for review:

  • Housing Needs Report integration including analysis to ensure sufficient lands designated to accommodate the identified housing need,
  • Policies affecting housing in commercial nodes and mixed-use developments,
  • Policies affecting home-based businesses and small-scale neighbourhood-oriented commercial uses in residential areas, and
  • Review of Development Permit Area Guidelines.

Comments on Community Housing Correspondence

At the January 13, 2025 Regular Meeting Council, Council requested that staff prepare a response to correspondence received that was related to community housing in Kimberley. Kerri Wall submitted the letter on behalf of several community and health organizations, medical practitioners, and individuals involved with health, business and development who participated in a July 2024 community housing conversation facilitated by Interior Health and United Way British Columbia. Regional District of East Kootenay Referral - Bylaws 3395 and 3396

The Regional District of East Kootenay requested the City Council to comment on Bylaw No. 3395, which refers to a proposed zoning change to a lot located on Highway 95A in Meadowbrook. Council approved the staff recommendation to respond to the referral, which states that the City's interests are unaffected by the proposed bylaw. Learn about the project at the links above. 


Curbside Recycling Collection - Renewal of Working Agreements with RecycleBC

Council approved the renewal of the working agreements with Recycle BC for the Curbside Recycling Collection Program. This renewal will ensure uninterrupted service for Kimberley residents. 

The Council meeting concluded at 8:00 p.m., at which point an In-Camera meeting was conducted.
