Bylaws, Permits, And Policies

Bylaw No. 2792, 2025-2029 Five Year Financial Plan Bylaw No. 2782, Amendment No. 2, 2025 for consideration of first three readings

Council provided first three readings to this bylaw amendment that, if adopted, will include several changes to the current Five Year Financial Plan. These changes include:

  • $25,000 Operating Expenditure Increase for an Organizational Review
  • $30,000 Operating Expenditure Increase in Community Grant Funding
  • $2,873,072 Capital Expenditure Increase for the grant-dependent Kimberley Avenue Reconstruction Project
  • $22,000 Non-Capital Expenditure Increase to carry forward the Civic Centre Fire Escape Project

Council authorized staff to undertake the requisite advertising before bringing the bylaw back for consideration of adoption at a future Regular Meeting. 

 

Proposed Amending Bylaws - Aligning Official Community Plan and Zoning Bylaws to Housing Needs

Council approved first reading of the following bylaws:

  • Bylaw No. 2793, Amendment No. 8, 2025 to City of Kimberley Official Community Plan Bylaw No. 2600, 2018.
  • Bylaw No. 2794, Amendment No. 41, 2025 to City of Kimberley Alpine Resort Zoning Bylaw No. 2016, 1999.
  • Bylaw No. 2795, Amendment No. 182, 2025 to City of Kimberley Zoning Bylaw No. 1850, 1994.

New Business

UBCM Volunteer and Composite Fire Department Equipment and Training Grant Application

Council directed staff to apply to the UBCM Community Preparedness Fund  -  Volunteer and Composite Fire Department Equipment and Training Grant Program for $30,000 to help fund the $32,300 required to purchase structural fire protection equipment to support wildland and urban interface fires. Indigenous Liaison Position Agreement

Council authorized the Mayor and CAO to execute the Indigenous Engagement Position Agreement with the Regional District of East Kootenay. This position is funded by the Indigenous Engagement Requirement Funding Program and is a collaboration with the East Kootenay Management Program, which includes multiple municipalities in the East Kootenays. The initial focus of this position will be to help build on the existing relationships with First Nations partners, strengthen resilience collectively across the region, and work towards reconciliation.

JulyFest 2025 - Events From Myrtle Mountain Grant Request

Council approved a request from the 2025 JulyFest organizing group, Events from Myrtle Mountain, to transfer funds previously allocated to the Kimberley & District Chamber of Commerce for the same event. The funding will help the group offset the City of Kimberley's goods and services support they received during the 2025 event. The group will be directed to apply for the Community Project/Event Grant for future events. 

Council Remuneration

In the lead-up to the 2026 election, staff requested Council direction for review of the Council Remuneration and Expense Bylaw, which has not been reviewed since 2019. Council directed staff to make recommendations on Council remuneration and bring back amendments to a future meeting for discussion.  


The Council meeting concluded at 8:03 pm, at which point an In-Camera meeting was conducted.
