Delegations and Presentations 

Council heard from three delegations during this meeting. Details below. 

RCMP - Introduction of the new RCMP Kimberley Detachment Commander

RCMP Corporal Dean Kletzel introduced Kimberley’s new Detachment Commander, Staff Sargeant Dan Biggs, to City Council at last night’s meeting. Staff Sgt. Biggs replaces former Staff Sgt. Steve Woodcox and joins the Kimberley detachment from the Northwest Territories, bringing with him a wealth of experience from various municipalities and policing portfolios.

Council welcomed Sgt. Biggs to the community and expressed their enthusiasm about working with him.

Presentation by John Henly - Kimberley Nature Park Management Plan

John Henly, President of the Kimberley Nature Park Society, asked Council to approve the Society’s updated Management Plan, which includes streamlined content and revised priorities. The plan balances conservation, education, and recreation while maintaining key operational commitments. Later in the meeting, Council approved the new plan. 

Ice Facility Strategy Project - Presentation by Tim Reid of Orange Crow Leadership

Tim Reid from Orange Crow Leadership updated Council on the City of Kimberley’s Ice Facility Strategy, including consultant findings and past and future engagement approaches. The strategy explores multiple options for the future of ice facilities, including renovating existing arenas, upgrading and replacing infrastructure, or complete facility replacement, each with varying costs. Public engagement will begin soon through surveys, and a public open house that will be held on October 15th. A final report will be brought to Council later in 2025 to guide next steps.

Bylaws, Permits, And Policies

Housing Needs Integration: Draft Official Community Plan and Zoning Bylaw Update

Senior Planner Justin Cook presented an overview of the proposed amendments to the City of Kimberley Official Community Plan (OCP) and Zoning Bylaws resulting from the housing-focused policy review undertaken by staff in recent months. The review is being completed in response to the Housing Statutes Amendment Act (Bill 44), which amended the Local Government Act to require municipalities to provide more regular updates to their Housing Needs Report with details on Housing needs targets for the next 5 - 20 years. These housing targets must be integrated into Kimberley's OCP and zoning bylaws according to specific timelines that align with the Census Canada release schedule. Stay tuned for details coming soon! The report will be brought back to Council for adoption later this year. 

Text Amendment to C-3 Zone Principal Uses (Car Wash)

In response to a zoning amendment application to add a third, outdoor, wash bay to an existing Marysville car wash, staff proposed changing all C-3 zoned properties in Kimberley to see the car wash use category added as a permitted principal use. Council directed staff to provide notice of first reading to the public. The proposed amendment will be brought back to a future meeting for second and third reading and possible adoption. Development Variance Permit 2025-002 - 580 308th Street

Council approved Development Variance Permit 2025-002 at 580 308th Street to reduce the minimum setbacks of an accessory structure to allow for the siting of a gazebo in the yard of the property. 

Development Variance Permit 2025-06 - 1180 303rd Street

Council approved Development Permit 2025-06 to allow development of a contractor sales, warehouse and workshop facility in the Marysville Industrial Park at 1180 303rd Street as outlined in the staff report. View the report and project plans in the agenda package.


New Business

Second Quarter Bylaw Report

Council received the Animal Control and Bylaw Enforcement Statistics Report for the second quarter of 2025 - April through June. The report reminds residents that all dogs over four months old must be licenced by the City and that licencing your dog is one of the most effective means of ensuring your pet's safety. The cost for neutered males and spayed females is $23, and for unneutered males and upspayed females is $57. To obtain a dog licence, pop by the front desk at City Hall. Kimberley Nature Park Management Plan Update

As outlined above, Council approved the Kimberley Nature Park Management Plan as presented by John Henly of the Kimberley Nature Park Society. 

Snow and Ice Control - Policy and Management Plan

Staff requested and received Council approval of the Snow and Ice Control Policy No. - OPS003 which was designed to establish a clear level of service for winter maintenance of streets, sidewalks, and pathways within the City of Kimberley. Council also approved the updated 2025 - 2026 Snow and Ice Management Plan developed in conjunction with the new policy. Strategic Priorities Fund - Capacity and Capital Stream Applications

Council directed staff to apply to the Strategic Priorities Fund for two projects: the Capacity Building Stream for the Integrated Water System Efficiency and Resilience Planning Project, and the Capital Stream for the Kimberley Avenue Reconstruction Project. Both projects are included in the 2025–2029 Five-Year Financial Plan and are scheduled for 2026, pending grant approval. Applications are due by September 12, 2025.

Relocation and/or Renewal of Rainbow Symbolism in Public Spaces

This report requested Council direction regarding the placement of a symbol to support the LGBTQ2S+ community that could, if directed, replace the rainbow painted crosswalks that have deteriorated at the Wallinger Ave/Spokane Street crossing. Now that the St. Mary's Ave Reconstruction Project is nearing completion, a decision had to be made on whether or not to replace the rainbow or paint standard, white reflective sidewalks. Council directed staff to replace the sidewalks with standard white paint and to seek out an alternate option for the City to recognize the LGBTQ2S+ community in a visible and meaningful way. A report will follow with further recommendations.

Resort Development Strategy

Council approved the 2025-2027 Resort Development Strategy that was developed in conjunction with an Advisory Working Group, made up of tourism stakeholders in Kimberley. The plan outlines multiple projects slated to take place over the next three years that will improve tourism infrastructure in the community. Projects include accessibility enhancements in high-traffic areas and trail infrastructure, replacing the Happy Hans Mascot, providing support for the winter Peak to Platzl shuttle, and other initiatives.
