Highlights from the Thompson-Nicola Regional District Board of Directors’ Meeting of November 18, 2021


The TNRD Board of Directors held its regular Board Meeting in-person and via Zoom, in the boardroom of the Thompson-Nicola Regional District building in Kamloops, in adherence with the guidelines for organized gatherings as part of Step 3 of BC’s COVID-19 Restart Plan. Chair’s Announcements

Board Chair Ken Gillis expressed heartfelt sympathies to communities and residents impacted by devastating flooding and mudslides on behalf of the TNRD. He mentioned the TNRD Emergency Operations Centre has been activated in response to the current flood situation in the region. The Chair also noted that the TNRD will provide any assistance it can to support recovery efforts.

Contract Award for Loon Lake Community Volunteer Fire Hall

The Board approved awarding a contract for the design build of the Loon Lake Volunteer Fire Hall in the community of Loon Lake to West Alliance Construction Ltd., for a price of up to $1,264,120. Read the report here.

Zoning Amendment Bylaw No. 2748

The Board gave third reading to Zoning Amendment Bylaw No. 2748 following a public hearing. The zoning amendment bylaw would enable the construction and use of open air amusement rides/ attractions, including a miniature passenger train at the ‘Horsting’s’ properties north of Cache Creek. The proposed zoning amendment bylaw would need approval from the Ministry of Transportation and Infrastructure before adoption by the Board. Read the report here.

Water Utilities Rates Amendment Bylaw No. 2757

The Board adopted Water Utilities Rates Amendment Bylaw No. 2757. The amendment bylaw will set new water meter rates for the TNRD owned community water systems. In 2022, billing will continue per the existing rate structure. Mock billing will commence in 2022 and continue for four consecutive quarters, which will serve to inform customers about their current water use and how the Metered Rate structure may impact their billing, once metered billing takes effect. Mock billing will commence in TNRD owned community water systems with the exception of Loon Lake. Read the report here.

Canada Community Building Fund (formerly called Gas Tax Fund)

The Board approved the following requests for allocation for Federal Canada Community Building Funds:

  • $13,000 to replace obsolete furnaces in the Westwold Community Hall with more energy efficient furnaces
  • $13,500 to replace obsolete furnaces in the Pritchard Community Hall with more energy efficient furnaces
  • $109,000 to fund supply and installation of automatic transfer switches and general improvements for community water systems in five Electoral Areas, including:
    • Walhachin ($35,000)
    • Savona ($39,000)
    • Del Oro ($9,000)
    • Evergreen ($17,000)
    • Maple Mission ($9,000)
  • $24,800 for the Nicola Valley Fall Fair and Nicola Valley Rodeo Association Fair Grounds Washroom Facility project
