Town of Golden News: March 2025

We want to hear from you on the 2025 Budget!

The Town of Golden’s proposed 2025-2029 financial plan is now available as part of the 2025 Budget Book online at golden.ca/budget, and in-person at Town Hall.

Highlights from the 2025 Budget:

  • Investing in core infrastructure: Key projects include the continued development of Well 7, sanitary sewer pipelining and system inspections, and the milling and repaving of 8th Avenue South as part of ongoing infrastructure renewal.
  • Enhancing community amenities: 2025 will see the construction of four new pickleball courts and two tennis courts at Keith King Memorial Park, supported by grant funding and community partnerships.
  • Planning for a resilient and growing future: The process will start on a new Official Community Plan (OCP), updates to the Development Cost Charges (DCC) Bylaw, and increased support for the Golden and Area “A” Emergency Management Program.
  • Budget increase: The proposed 8.97% increase to the municipal budget helps offset rising operational costs while minimizing the impact on taxpayers. Based on what is proposed in the Budget Book, the estimated average property tax increase is approximately 3.5%, consistent with trends seen across B.C. municipalities.

Residents are encouraged to help shape Golden’s financial priorities by providing feedback on the proposed budget. Provide your feedback from now until April 9 through the following opportunities:

Council representative for aquatics discussions with CSRD
Council voted to designate Mayor Oszust as the Council representative to engage in aquatics discussions with the Columbia Shuswap Regional District (CSRD), Area "A" Director and the Chief Administrative Officers of the CSRD and Town of Golden.

Ratification of Collective Agreement with CUPE
Council voted to ratify the 2025 CUPE Collective Agreement

Golden and Area Trails Alliance
Following a presentation from Jason Jones of the Golden and Area Trails Alliance organization. Council voted to support continued Economic Opportunity Funding in concurrence with the Columbia Shuswap Regional District. View the presentation.

Canada Housing Infrastructure Fund Program
Council voted to support an application to the Canada Housing and Infrastructure Fund Program to increase the sanitary pipe capacity on 5th Avenue South, from 6th Street South to the 12th Street Sanitary Lift Station, at an estimated cost of up to $4,034,000. View the staff report.

Golden Off-Road Motorcycle Association
Council voted to renew a one-year licence of occupation with conditions to the Golden Off-Road Motorcycle Association for the lands in the Reflection Lake area and directed staff to follow up with the Ministry of Environment on the progress of the group’s application for tenure, improvement, and maintenance of Cabin Lake area. Project Updates and News

Summer camp registration: April 2!

Looking for something fun for the kids this summer?

We’re excited to announce that we’ll be hosting our weekly, kids camps again this July and August!

Here’s what you need to know:

  • Registration opens at 9 a.m., April 2, 2025, and pre-registration is required. Register online here. This year, each week will have a special, fun theme!
     
  • Camps will run each week in July and August, from 9 a.m. to 4 p.m., Monday to Friday. Cost is $210 per child for the week. There are 16 spots available for each week.
     
  • This summer camp program is for kids aged 5-12. Drop-off and pick-up at the Mount 7 Rec-Plex.
     
  • Campers should bring their own water bottle, lunch and snacks for the day. Don’t forget to pack your bathing suit and appropriate clothing/footwear for the weather conditions!
     
  • Activities will include indoor and outdoor games, arts/crafts, play time in various parks around the community, swimming at the pool – and making new friends!

Planning for Golden's future: Updating DCCs

The Town is updating its Development Cost Charges (DCC) Bylaw to make sure that growth-related infrastructure needs are contributed to fairly and distributed to different developers across the community. As our community grows, new developments increase the demand for infrastructure and services like transportation, water and sewer. DCCs are fees collected from developers and placed in reserves to help fund critical upgrades and the expansion of new municipal infrastructure.

This process involves informing the development community of recent infrastructure master plans and will include public engagement to ensure transparency and consultation with the development community, taxpayers and the community.

What’s next?

We’re working with Urban Systems Ltd. to provide more background information for Town Council to review and provide direction on draft rates for potential future consideration. From there, we will be engaging Town Council, developers, taxpayers, and the public to refine the DCC program. Stay tuned for engagement opportunities!

The new bylaw is expected by the end of 2025.

Your Pet. Your Responsibility.

The sun is shining, the trails are calling, but… wait… what’s that smell?

It's officially spring! Let's keep our shoes, trails and parks clean and scoop that poop!

Cleaning up after your pet isn't just the right thing to do, it's the law. Dog waste can be harmful to people, pets and the environment if not picked up and disposed of properly. The Town provides biodegradable pet waste bags at 20 stations around Golden and along the Rotary Trail.

Temporary Licence of Occupation

Are you looking to use public property for a special event, sidewalk cafe or merchant display? Then you need a Temporary License of Occupation (TLO)!

A TLO gives legal authority for a business, individual, or group to use public property to carry out specific activities. These activities can include patios, sidewalk cafes, merchant displays, food trucks, raffle stands, charity barbeques, street performers, fairs, parades, weddings, sporting events, farmers markets and more.

If you are applying for a TLO, it may take up to two weeks for approval, and other regulations may apply, so plan ahead!
