Delegations and Presentations

RCMP Quarterly Report - October to December 2025

RCMP Sergeant Dan Biggs briefed Council on the final quarter of 2025, noting the detachment responded to 391 calls between October and December. The RCMP continued to focus on impaired driving, youth engagement, and community connections, while also resolving a high‑risk mental health incident and a major break and enter. Members were active in the community as well, participating in Halloween and Remembrance Day events, visiting Garden View Village, helping the Better at Home program with holiday deliveries, and launching the first “Cram the Cruiser,” which raised almost $1,200 and 675 lbs of food for the local food bank. Accessibility Advisory Committee 2025 Annual Report and 2026 Work Plan

In 2025, the Accessibility Advisory Committee met six times and made strong progress on its goals, highlighted by Council’s adoption of the Age‑Friendly Accessibility Plan. Throughout the year, members contributed to public engagement, reviewed key City documents such as the Snow and Ice Management Plan, explored tools to promote accessible amenities, and provided feedback to guide implementation of new accessibility actions for 2026. The Committee also supported the development of the 2025 Annual Report and 2026 Work Plan and brought forward practical recommendations to improve accessibility in the community. Kimberley Health Centre Society - Annual Update

Travis Martin presented Council with the Kimberley Health Centre Annual Report. The Health Centre is managed by a volunteer Board of Directors with support from a small staff team. In 2025 they celebrated a strong year marked by expanded health services, renewed leases, tenant growth, solid financials, and an effective board. All available spaces are fully leased to a diverse group of health and community service providers. Looking ahead to 2026, key priorities include strengthening governance and management systems, exploring building recapitalization opportunities, completing annual maintenance projects, and advancing energy‑efficient lighting upgrades. Kimberley and District Chamber of Commerce - Interim Progress Report

The Kimberley & District Chamber of Commerce continues to champion local businesses by offering resources, networking opportunities, advocacy, and promotion for its members. In 2025, the Chamber delivered major community initiatives, boosting local spending through its growing Shop Local campaign, hosting the popular Platzl Light Up, and celebrating business and community leaders through the Better Business Awards. They also maintained community icons like Happy Hans and the Cuckoo Clock, supported workforce development through the PNP program, and advanced local business insights through the IRAS study. Behind the scenes, the Chamber refreshed its brand, expanded its digital reach, and improved daily operations, all while working toward seven key goals focused on strengthening membership, partnerships, economic development, and long‑term sustainability. Bylaws, Permits and Policies

City of Kimberley Revenue Anticipation Borrowing Bylaw No. 2799, 2026, for consideration of adoption

Council adopted the Revenue Anticipation Borrowing Bylaw. This bylaw allows the City to establish a line of credit to ensure funds are available if the operating account balance becomes temporarily low before property taxes are collected. The City adopts this bylaw each year as a precaution, although it rarely needs to use the line of credit.

Development Variance Permit 2026-001 - 624 Trail Street

Council approved Development Permit requested for 624 Trail Street, to vary the City's zoning bylaw to increase the maximum allowable height of the exposed face of a retaining wall to allow for the construction of a replacement retaining wall in the rear yard of the property.

Accessibility Advisory Committee 2025 Annual Report and 2026 Workplan

Following the delegation, Acting Deputy Corporate Officer Jasmine Nelson requested Council approval of the Accessibility Advisory Committee's 2025 Annual Report and 2026 Workplan. The meeting concluded at 8:15 p.m. at which point an in-camera meeting was held.
