The Town of Lincoln provides more than 90 programs and services that impact your life every day, including road maintenance, recreation programs, public libraries, by-law enforcement, fire services and parks.

That is why the Town’s budget is so important! The budget is a financial plan that determines how we will fund and provide services to our residents. It guides decisions on key infrastructure investments and how they will be funded.

Beamsville District Secondary School Update

In June 2024, the Town of Lincoln successfully finalized an agreement to acquire the surplus Beamsville District Secondary School (BDSS) site from the District School Board of Niagara.

This is an important opportunity for the Town to take future ownership of a property that is not only centrally located in Beamsville and within walking distance of many amenities and services, but one that is also rich in history.

By purchasing the site, the Town will shape its future and we are excited about leading this transformational project. With our commitment to the tagline ‘Preserve, Evolve, Thrive,’ we aim not only to embrace the rich heritage of this site but also to spearhead a new era of community benefits and sustainable growth.

The Town is seeking public feedback to shape future plans for the former BDSS site, ensuring it aligns with our community’s evolving needs. Recognizing that part of the site will likely include a private sector partner, the Town is seeking feedback on what both public and private uses look like, while ensuring delivery of services and community benefits.

12 Month Pre-Authorized Payment Plan for Property Taxes

Our 12-month Pre-Authorized Payment (PAP) plan allows taxpayers to make monthly payments more evenly throughout the year. This plan is one way we are making it more manageable for families or individuals on a fixed income, looking to plan more easily for regular expenses and manage their household budgets. It also means that the incremental increase in payments that normally occurs in July when the final tax bills are issued will be distributed throughout the remainder of the year. Payments are due on the first day of each month.

Tourism Updates

Municipal Accommodation Tax

In December 2023, Town Council approved a By-Law to institute a Municipal Accommodation Tax in the Town of Lincoln. The new MAT applies a four per cent tax on overnight stays in the town at hotels, motels, and inns as of April 1, 2024, as well as short-term accommodations, as of July 1, 2024.

We would like to thank everyone who attended and participated in our public engagement sessions and the MAT survey in 2023. The Town is now in the process of onboarding all local partners in the accommodations sector for the MAT program.

Destination Marketing Organization (DMO) Development

Recognizing tourism as a vital economic engine, the Town of Lincoln joined forces with the City of St. Catharines to re-envision the Twenty Valley Tourism Association as a joint Destination Marketing Organization (DMO). This initiative aims to catalyze tourism development for the two West Niagara communities. With a clear vision to enhance Lincoln’s profile and showcase its exceptional tourism assets, the DMO is dedicated to highlighting our rich offerings, fueling economic growth, and fostering job creation within our community.

Our Asset Plan - And Why It Matters

In 2024, Lincoln Council approved an increase in the portion of the tax bill dedicated towards capital infrastructure. This demonstrates Lincoln’s commitment to investing in our community, ensuring the sustainability of our infrastructure for future generations.

Infrastructure is critical to the competitiveness of our economy, the quality of life citizens enjoy, and the delivery of public services. Municipalities in Ontario are legislated to have an Asset Management Plan (AMP) to guide infrastructure investment. The Town of Lincoln’s plan prioritizes investments in our infrastructure (or municipal assets) at the right time to maximize the tax dollar.

Work in Lincoln

In 2023, the Town of Lincoln’s Economic Development Office, in partnership with the Employment Help Centre, launched the Work in Lincoln program to help connect local employers to talented job seekers in the area.

  • Job Fairs - The Town’s Economic Development office, in collaboration with the Employment Help Centre, organized its third job fair on March 27, 2024. The event proved highly successful, drawing an impressive crowd of approximately 400 attendees and participation from 28 local businesses.
  • Workinlincoln.ca allows local employers to create an account and submit job postings at their own leisure, while allowing job seekers to apply for job postings and join the resume database.

Jordan Village Public Realm Donation Program

The Jordan Village Public Realm Donation Program gives businesses and residents the opportunity to provide street furniture in newly renovated Jordan Village. Donations will be subject to the following:

  • Donations can be made toward a bench or bike rack located within a specified area of Jordan Village.
  • Each will include a personalized donation plaque.
  • Staff will work with donors to determine a specific location, installation and maintenance of the amenity for a predetermined lifecycle.

Investing in Traffic Safety Infrastructure Initiatives

Traffic Safety & Traffic Calming

The Town of Lincoln places a high priority on traffic safety and traffic calming initiatives. The 2024 Roadside Safety Program focuses on pedestrian crossover safety, speed humps, digital speed feedback signs, guiderail improvements, community safety zones and other traffic calming strategies to address speeding concerns. Here are some updates from the past several months:

  • 40km/h Area Speed Reduction – the 2024 final reduction areas signage underway.
  • Frederick Avenue and John Charles Boulevard all-way construction completed, with ongoing maintenance.
  • The 2024 Traffic Safety Programs for “Black Cat” radar speed studies and digital feedback are underway.
  • John Street (Ontario Street to Bartlett Road) traffic calming concept has been awarded and construction to commence in early July.
  • Actively monitoring the traffic calming construction works on Stadelbauer Drive and Connor Drive through maintenance period.
  • The 2024 temporary speed humps, including Cedarbrook Lane, Drake Avenue, and Connor Drive installations are underway.   
  • The 2024 traffic calming reboundable devices have been installed.
  • Two truck safety blitzes have been successfully completed in 2024 in partnership with the MTO and Niagara Region.

Infrastructure Initiatives

  • Construction is underway to upgrade and reconstruct Durham Road as identified in the Town’s Transportation Master Plan, enhancing it as a key north/south transportation corridor and future alternate truck route in Beamsville. Work is expected to be completed in late 2024. 
  • Mountain Street sidewalk (Cassandra Dr to Connor Dr) and Hixon Street sidewalk (Barry Dr to Hillside Dr) has been awarded.
  • Haynes Street road rehabilitation to commence in late June.
  • Glen Elgin Neighbourhood Area Resurfacing: Paving work is completed on Glen Elgin Drive, Butler’s Walk and Nineteenth Street from Glen Road to the top of the hill.
  • Bridge rehabilitation is nearing completion on Bennett Road and two locations on Dutch Lane. Road rehabilitation will take place on those roads once the culvert work is completed as part of the 2024 Road Resurfacing and Rehabilitation program.

The following projects are managed by Niagara Region and fall within their jurisdiction due to the different levels of service between local and regional government, and/or presence on regional roads.

Shape Lincoln 2051

The Town of Lincoln is reviewing its Official Plan to guide growth and development until 2051, aligning with regional and provincial policies.

An open house, public meeting and survey took place for members of the public to review and provide feedback on the revised draft Official Plan. The Town is actively reviewing all the feedback received to inform proposed updates to the Official Plan. The draft policy amendments were provided for further community feedback at another public consultation session held at the end of May. Thank you for your continued engagement in shaping the future of Lincoln.

Honour Your Loved Ones Through Our Commemorative Program

The Town of Lincoln’s Park and Amenities Commemorative Program is an opportunity to provide a unique dedication in honour of a loved one, individual, or group. Donations can be made toward a park, trail or facility amenity such as a tree, bench, picnic table or arena seat within one of the beautiful parks, trails, cemeteries or arenas in Lincoln.

Mini Forests Project & “No-Mow” Areas

The Town’s Urban Forest Working Group, Ontariogreen Conservation Association, NPCA, and Town departmental representatives, will be undertaking a Miyawaki Mini Forests Pilot Project. The Town has received a $17,000 grant from the Niagara Community Foundation, and a $10,000 grant from the Greenbelt Foundation through the Living Cities Canada Fund, a program of Green Communities Canada to fund this initiative. This generous funding will enable the Town to implement a Miyawaki Mini Forest in our community, helping to naturalize urban spaces, mitigate and address climate change, and enrich biodiversity.

Planning for the Fall 2024 Community Tree Planting project – the “Miyawaki Mini Forests Pilot Project” is well underway. Two neighbouring planting locations have been selected in Konkle Creek and Rotary Park. The planting sites have been strategically selected to prioritize the Town’s environmental priorities. The two mini forest areas will be naturalized once tree planting occurs, so they will not be mowed.

Other current “no-mow” or naturalized areas in Lincoln are located at:

Volunteer at the Val Fleming Butterfly Garden

Join in maintaining the Val Fleming Butterfly Garden at Rotary Park while also having the opportunity to learn from the very experienced horticulture designer who created the beautiful, native planting design. Volunteers are encouraged to bring their own gardening tools such as a trowel, bucket, gloves and kneeling pad, however the organizers will have extra trowels and buckets on-site. Please join us on:

Stay Safe While Enjoying Our Open Spaces & Trails This Summer!

Protect yourself and your pets from tick bites this summer! Reduce your risk of Lyme disease and other tick-borne illnesses with these essential tips:

  • Wear light-coloured clothing to spot ticks easily
  • Use insect repellents containing DEET or Icaridin
  • Perform full body checks on yourself & pets after outdoor activities
  • Keep your grass trimmed and dispose of leaf litter
  • Outdoor workers should shower or bath within two hours of being in forested or long grass areas

Remember, ticks are tiny and hard to spot! Stay vigilant and enjoy the outdoors safely.

Cherry Heights Park Opening This Summer

This new park is located in the Cherry Heights Subdivision on the south side of Maitland Street. Dialogue between Town Council, staff and Indigenous communities has led to the evolution of an open space concept that offers a passive pedestrian experience for residents within the community. Specifically, the space will include an asphalt trail and stairs along Maitland Street (to be constructed in late Summer/Fall 2024) as well as various tree and shrub plantings throughout.

Construction is progressing well. The trail has been fully constructed, with grass seeding and native shrub and tree plantings taking place in early summer. Further overseeding will be undertaken later in the season. We expect that the park will be open for public use by press time of this publication and will remain open during stair installation. Please stay tuned for further updates in the coming months.

 

Sho’aríshon Park (formerly Jordan Hollow)

Project construction is now anticipated to begin in 2025 due to tender submissions exceeding the original approved budget. The Town continues to actively seek additional funding opportunities and has had some success in recent months. The Town of Lincoln gratefully acknowledges the financial support in the amount of $42,962 from the Niagara Community Foundation (NCF) - David S. Howes Fund; a public foundation serving the people of Niagara since 2000. NCF connects donors to causes and communities to resources through permanent endowment funds, providing grants to eligible charitable organizations in culture, health, education, environment, recreation and social service sectors.

Niagara Region’s 2024 Public Realm Improvement Program has again selected this project as a funding priority with the amount of $100,000. This additional funding will supplement the previous Regional commitment of $83,000 and the formal letter of award will be forthcoming this summer. The Town continues to work closely and collaborate with the Region on their Twenty Mile Creek Arch Bridge Replacement Project with the goal of realizing better economies of scale. We thank the community for their continued support and understanding and remain optimistic about completing the park next year.

Lincoln Museum & Cultural Centre

In August, we celebrate the opening of our Fall exhibits. The historical exhibit Growing Up explores the history of rural Canadian childhood and how the concept of childhood has changed since the 1800s. Childhood is also explored by artist Steven White who uses recycled parts from thrift shops, yard sales, and junkyards in Ontario to playfully dream about the past, present, and future.

Historical Building Tours: Drop-in during our opening hours in June, July, and August and join our expert guides to explore the 1815 Fry House and 1859 Schoolhouse.

Museum Explorer Backpacks: Explore the museum with a themed backpack filled with intriguing items and fun activities. Backpacks can be borrowed for 1.5 hours and are available anytime during museum opening hours from the museum information desk.

Fire Safety Tips for the BBQ Season

It’s important to follow simple fire safety tips that can help you and your family enjoy a safe BBQ season.

  • Only use BBQs outdoors. The risk of fire or asphyxiation could result if used indoors or in any enclosed spaces, such as tents or garages.
  • Place the BBQ at least a 3m distance from your home or other structures, and out from under eaves and overhanging branches.
  • Make sure your grill is located on a flat, level surface.
  • Keep BBQ away from paths of travel and play areas.
  • Use long-handled utensils to keep a safe distance from heat and flames.
  • When a BBQ is in use, never leave it unattended.
  • Keep children and pets away from the BBQ.
  • Ensure BBQ is fully cooled off before covering or storing away.
  • If possible, have a portable residential fire extinguisher nearby.

Burn Permits

The Town of Lincoln prohibits open-air burning unless you obtain a burn permit, per the Town’s Open-Air Fire By-law. An “open-air fire” is defined as a fire in an open place, yard, field, or area not contained or enclosed by a building or structure and includes agricultural fires, chimineas, bonfires,
and campfires.   

  • Permits are available online at a discounted rate of $25 or in-person at Town Hall for $50.
  • Burn permits are valid for the calendar year and expire on December 31 of each year.

Fireworks in the Town of Lincoln

Fireworks are prohibited in the Town of Lincoln. The only exceptions are on Victoria Day and Canada Day. Fireworks are permitted two days before and seven days following these holidays.
