2026-2030 Financial Plan Deliberations - Additional Adjustments

In another significant step toward finalizing the 2026–2030 Five‑Year Financial Plan, Council approved several budget amendments as presented by CFO Krista Waite. At this stage of the budget process, the projected 2026 tax levy proposes an increase of 3.23%, or approximately $100.20 per year for an average single‑family home valued at $599,326.

Notable amendments to previously approved budgets included:

  • Multiple carry‑forward adjustments enabling the City to complete several projects that remained unfinished in 2025.
  • Capital and Non‑Capital Budget Adjustments, including:
    • Additional funds required to complete the Wallinger Avenue East – Utility and Road Encroachment Project;
    • Addition of the grant‑dependent Structural Fire Protection Equipment Project;
    • Additional budget requirements for the Accounting Software Implementation Project;
    • Several other project adjustments as outlined in the agenda document linked above.
  • Modifications to the City’s Operating Budget, which include new and previously approved additions and changes such as:
    • An additional increase in the City's contribution towards the Kimberley Public Library of 3.5% totaling $7,064;
    • Additions or changes to several staff positions to address capacity constraints.

Waite also provided an update on the Aquatic Centre Parcel Tax, noting that the 2026 levy is expected to decrease by $5.62 per parcel, bringing the total to $210.11. Final confirmation will be provided once the revised assessment roll is received from BC Assessment, expected in March 2026.

Finally, Council discussed the Wastewater Treatment Plant and the timeline for implementing the proposed parcel tax levy to fund the associated debt payments. This levy is anticipated to take effect in 2027, aligning with the long‑term borrowing required for construction of the facility. More details will be available at the March 9th, 2026 Regular Meeting of Council.
