Proposed Road Closure and Zoning Amendment Bylaws adjacent to 10 Jim Ogilvie Way
Troy Pollock, Manager of Planning and Sustainability, brought forward Zoning Amendment Bylaw No. 2808 and Road Closure Bylaw No. 2807, which both received first three readings from Council.
The proposed road closure applies to a small portion of Black Bear Crescent (approximately 3 m x 36.6 m, or about 10 ft. x 120 ft.) next to the Harvest Apartments at 10 Jim Ogilvie Way. If adopted, the zoning amendment would change this portion of land from Residential Standard (RS) to Multiple Unit Residential (RM), aligning it with the adjacent Harvest Apartments property.
Proposed Zoning Amendment Bylaw 2810 - part of land adjacent to 933 Dogwood Dr.
Council approved first three readings of proposed zoning amendment bylaw 2810 which involves a portion of the City-owned parcel located between Gerry Sorensen Way, Dogwood Drive and immediately adjacent to the residential property at 933 Dogwood Drive. If approved, the proposed bylaw would change the zoning of the subject land from RMTA-1 Multiple Unit Residential Tourist Accommodation zone to RS-Residential Standard zone to match the RS zoning of the adjacent property at 933 Dogwood Drive.
Proposed Zoning Amendment Bylaw 2812 - 660 Knighton Road
Council approved first three readings of Bylaw 2812, City of Kimberley Zoning Bylaw No. 1850, Amendment No. 185, 2026. This proposed rezoning is intended to support the continuation of the single unit dwelling (SUD) use, which is not a permitted principal use under RM Multiple Unit Residential zoning. Rezoning this property to RS Residential Standard would allow the single use dwelling use to continue as a permitted principal use, allowing for renovations, additions, and accessory uses. The home on the subject property was built in 1994, and no changes to the property are anticipated in the immediate future. The item will be brought back for adoption at an upcoming Council meeting.
Proposed Zoning Amendment Bylaw 2813 - 505 4th Avenue
Council approved first reading of a proposed zoning amendment for 505 4th Avenue that would allow for multi-unit residential development with limited ground-floor commercial space. The application aligns with the Official Community Plan and supports additional housing supply, including required affordable and accessible units. Council also considered community feedback related to traffic, servicing, emergency access, and neighbourhood impacts.

Bylaws for Adoption
Bylaw No. 2814, 2026-2030 Five Year Financial Plan Bylaw No. 2802, Amendment No. 1, 2026 for Consideration of Adoption
Council adopted an amendment to 2026–2030 Five-Year Financial Plan Bylaw No. 2802, 2026, as adopted at the April 27, 2026 Regular Meeting, to include the expenditures and offsetting funding detailed below:
- Victims’ Services Contribution – $11,250, to be funded through the RCMP Contract Reserve
- Fuels Reduction Project – $112,000, to be funded by the Columbia Basin Trust's Wildfire Resiliency Grant
- Public Works Yard Fire Equipment Replacement and Repairs – $116,057, to be funded through insurance proceeds from the Municipal Insurance Association of BC
- Additional Costs of Third-Party Complaint Review –Original budget of $30,000 increased by $24,897 to cover the total $54,897 cost, to be funded by the General Operating Capital Reserve
- Downtown Art Installation Policy Development – $20,000, to be funded by the General Operating Capital Reserve

Bylaw No. 2815, City of Kimberley Solid Waste Regulations and Fees Bylaw No. 2694, Amendment No. 5, 2026 for Consideration of Adoption
At the May 25, 2026 In-Camera Council meeting, Council reviewed a report from the Manager of Roads recommending the award of a new curbside recycling collection contract. The new contract, with a different service provider, came in at a lower cost than the previous provider and, combined with RecycleBC funding, will fully offset the cost of delivering the service.
As a result, Council directed staff to set the recycling fee at $0.00 per residential dwelling starting August 31, 2026, with the intention of maintaining a $0.00 fee through 2027 and 2028. Council also directed that any resulting surplus be transferred to the Solid Waste Reserve, with a future report outlining options for its use.
Although the new contract begins at the end of August, sufficient savings are expected to cover earlier costs, allowing the quarterly recycling fee to be reduced from $1.20 to $0.00 effective July 1, 2026.
Development Application Procedures and Fees Bylaw Update
Council has adopted the new Development Applications Procedures and Fees Bylaw No. 2806, 2026, along with related updates to the City’s Fees Bylaw and Delegation Bylaw.
The new bylaw modernizes and clarifies how development applications are processed in Kimberley. It does the following:
- Sets clear application requirements and process steps
- Distinguishes between minor and major applications
- Delegates decision-making on some applications to staff
- Clarifies security requirements
- Updates development application fees
The bylaw takes effect immediately. Applications already in progress will continue under the previous requirements, while all new applications will follow the updated process.
Permits
Development Permit 2025-03 – Tamarack Valley Residential Development
Council approved a development permit for the first phase of the Tamarack Valley residential development, including a private access road, utilities, and initial housing.
The permit includes a number of technical, environmental, and servicing conditions that must be met before construction proceeds. See the agenda document linked above for full details and conditions.
