Highlights of the Thompson-Nicola Regional District Board of Directors Meeting of February 23, 2023


The TNRD held its Board of Directors Meeting in the Twin Rivers Boardroom of the TNRD Civic Building in Kamloops, B.C. The meeting was held in-person and via Zoom, and a recording of the meeting was uploaded to the TNRD’s YouTube channel. You can view the recording here.

Chair Remarks

Board Chair Barbara Roden recognized the recent passing of former Kamloops city councillor Pat Wallace and former Kamloops mayor Cliff Branchflower at the ages of 90 and 91, respectively. Wallace was the first female Board Chair of the TNRD from 1983-1986. Roden acknowledged that both Wallace and Branchflower have been recognized with the Freedom of the City of Kamloops, which is the highest honour that a municipality can bestow.

TNRD Boundary Review and Study

The TNRD Board of Directors voted to seek support from the Ministry of Municipal Affairs to review TNRD geographic boundaries. This support from the Board is needed in order to initiate the study process to review TNRD boundaries. A review would also include an examination of the impacts of any boundary changes, and of the most appropriate governance and service delivery options. Read the report here.

Canada Community Building Fund

The Board approved the following requests for allocation from the Canada Community Building Fund:

  • $24,000 for further upgrades to the Loon Lake Community Hall in Electoral Area “E,” including plumbing and electrical work, new doors and unidentified labour and materials. Read the report here.
  • $235,000 for phase one of renovations to the Kamloops Library, to support renovations and operational efficiency improvements. Read the report here.

Community Emergency Preparedness Fund Application

The Board approved a request from staff to apply to the Community Emergency Preparedness Fund (CEPF) program, to secure funding for the purchase of new or replacement equipment and fixtures for the TNRD Emergency Operations Centre. The CEPF program contributes up to 100% of the cost of eligible expenses, up to a maximum of $30,000. Read the report here.
